CASE <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF DAVID HAUAN, DAVE'S CUSTOM DIGGING <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Dave Hauan is requesting site plan approval to construct an office building with outside <br />storage for trucks and equipment on Lot 3, Block 2, HY-10 Ramsey Addition <br /> <br />a) <br />b) <br /> <br />c) <br />d) <br /> <br />Site location map <br />Site plan, topography plan, foundation plan, building elevations, plot plan <br />and floor plan <br />City Staff review letter dated May 28, 1996 <br />Proposed Development Permit <br /> <br />Observations: <br /> <br />The office building is designed to front on Armstrong Blvd., but access would be derived <br />from 146th Avenue. The office structure is proposed at 1,568 square feet and the exterior <br />walls will be constructed of vinyl siding with brick trim on the building front. The building <br />meets the structure setback requirements from Armstrong Blvd., 146th Avenue and <br />property lines. <br /> <br />The site will be served by on-site septic and well as municipal utilities are not available. <br /> <br />City Code requires a 20 foot wide landscaped area along all streets and outside storage <br />must be screoned from public roads. The site plan text proposes screening along <br />Armstrong Blvd. and 146th Avenue to consist of 5'-6' pine trees spaced 10 feet apart. The <br />site plan should be modified to verify that the 20 foot wide yard along Armstrong and <br />146th is provided. Staff is also suggesting that some plantings be established along the <br />building front and a berm be constructed along Armstrong Blvd. and 146th to intensify the <br />effect of the nee screening. <br /> <br />In accordance with City Code, the customer/employee parking lot is proposed to be paved <br />but the site plan does not indicate the installation of B-612 concrete curbing around the <br />perimeter of the lot. Mr. Hauan is requesting a waiver from the Code requirement to pave <br />the outside storage yard for trucks and equipment. In the past, the Planning Commission <br />and Council have reduced this requirement to Class 5 in the heavy industrial districts. <br /> <br />If the waste storage area is to be outdoors, the site plan must be modified to provide for a <br />screened container. <br /> <br />The City Engineer is requiting a Drainage Plan to provide a detention pond in the northeast <br />coruer of the site to lirmt runoff to the s~te s predevelopment condinon. Material excavated <br />for the pond could be used to construct the screening berm. <br /> <br />:5iS <br /> <br /> <br />
