I <br />I <br />I <br />I <br />I <br />I <br /> <br /> MEMORANDUM OF UNDERSTANDING <br />BETWEEN THE CITIES OF RAMSEY AND ANOKA <br />FOR THE USE AND SALE OF WATER <br /> <br />PREFACE <br /> <br />It is in the best interests of the general public for various governmental entities to cooperate <br />in providing services. The City of Anoka has reserve well capacity beyond that needed to <br />supply irs pe~ day demand. The City of Ramsey has a developing water utility base <br />which has exhausted the reserve well capacity which it had only a few years ago. <br />Cooperation can cause both City's utilities to benefit. The City of Ramsey will benefit <br />from ha~ring a secondary water source to supply its customers in the event of an emergency <br />and will also benefit financially from delaying the expense of an additional well to provide <br />peak day!capacity. The City of Anoka water utility will benefit financially from the sale of <br />water it has the capacity to produce. The purpose of this memorandum is to define the <br />terms both cities agree to in entering this mutually beneficial relationship. <br /> <br />LOCATIONS iOF INTERCONNECTIONS <br /> <br />There shall be two locations for interconnections between the City of Anoka and the City of <br />Ramsey water systems. The first connection will be a permanent installation located at the <br />Anoka - Ramsey boundary on the north side of Highway #10. The manhole design, <br />backflow preventer, water meter and all valves and fittings necessary to make the <br />permar, ertt correction shall be approved by the City of Anoka Public Works Director or his <br />designee and purchased by the City of Ramsey. The purpose of this connection shall be to <br />provide emergency supply of water to the City of Ramsey in the event of a watermain break <br />or interruption of the City of Ramsey's water supply, and also to provide a supplemental <br />source of water to supply the City of Ramsey's peak day period during the summer <br />months. The amount of water supplied by the City of Anoka at this installation shall not <br />exceed orle million gallons per day without the approvaI of the City of Anoka Public Works <br />Director's Designee. <br /> <br />A second location for an interconnect will be at the southeast corner of the intersection of <br />County Road #116 and Th.urston Avenue. This interconnect is intended to be only <br />temporary in nature and will be facilitated by the connection of fittings and hose line run <br />between two hydrants, one from each city. Water drawn at this location will be for <br />emergenC~y use only. The City of Ramsey will contact the Anoka - Champlin Fire <br />Department and/or the City of Anoka Public Works Director's designee for permission to <br />use water from this source whenever it becomes necessary to obtain water from this <br />emergency connection location.
