CASE

AWARD CONTRACT FOR CONSTRUCTION OF POLICE FACILITY
By: Ryan R. Schroeder, City Administrator

Background:

On February 13, !996, Council authorized receipt of bids for the Police office building. Those
firms that had rnee the pre-qualification requirements were mailed the bid materials on March 1,
1996. The project Was also advertised in the Anoka Union. A pre-bid meeting was held on March
11, and the bids were due on April 2, 1996. We received four qualified bids from the original list
of six bidders. Oiae bidder had withdrawn after qualifying, another informed us during this last
process of his inte~ifion not to bid.

At the February 13 meeting, Council authorized $600,000 for the hard construction portion of this
project. In addition to this, the 1996 budget has set aside $22,727 for office furnishings. This
allocation is expected to be sufficient for furnishing the clerical and patrol work rooms. The utility
extension to the mpnicipal campus is funded out of trunk funds.

We had informed ~e bidders that it was the staff expectation that the bid award would include a
component for operating efficiency of the HVAC and electrical systems. Because of how the bids
came in, ongoing tltility costs are not expected to impact the bid award (all bidders bid on the same
basis with operatitlg efficiencies bid as additional options). The building is expected to have an
annual gas and electric bill of about $14,000.

Outside of the bid is any landscaping (there is required turf re-establishment) and SAC and WAC
fees paid by the City ($4500).

After comparing We four bids, staff is recommending awarding to Sharp Construction of Maple
Grove in an amotmt not to exceed $588,396. This contractor met all of the stated specifications
and is the lowest b~dder on the project. The bids on this project (after adjustments) are as follows:

Kraus Anderson $664,345
Bor Son $617,200
Wdsh $590,000
Sharp $588,396

It should be note~l that within the bids, each of the contractors have allowances for such as
flooring, wall covering, and the security system. After allowing for those issues, Sharp continues
to be the low bidder.

Council Action

Motion to adopt Resolution g96-04-__
Police Department~Office Building.

receiving bids and awarding contract for Construction of a

Reviewed by: Copies also distributed to:

City Administrator

Police Chief
Finance Officer

CC: 04/09/96:

/jmt
