CASE #/'7 <br /> <br />AWARD CONTRACT FOR CONSTRUCTION OF POLICE FACILITY <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />On February 13~ 1996, Council authorized receipt of bids for the Police office building. Those <br />firms that had rapt the pre-qualification requirements were mailed the bid materials on March 1, <br />1996. The project' was also advertised in the Anoka Union. A pre-bid meeting was held on March <br />11, and the bids Were due on April 2, 1996. We received four qualified bids from the original list <br />of six bidders. One bidder had withdrawn after qualifying, another informed us during this last <br />process of his intention not to bid. <br /> <br />At the February ~3 meeting, Council authorized $600,000 for the hard consu'uction portion of this <br />project. In addition to this, the 1996 budget has set aside $22,727 for office furnishings. This <br />allocation is expef~ ted to be sufficient for furnishing the clerical and patrol work rooms. The utility <br />extension to the rhunicipal campus is funded out of trunk funds. <br /> <br />We had informeql the bidders that it was the staff expectation that the bid award would include a <br />component for o~rating efficiency of the HVAC and electrical systems. Because of how the bids <br />came in, ongoinglutility costs are not expected to impact the bid award (all bidders bid on the same <br />basis with operaliing efficiencies bid as additional options). The building is expected to have an <br />annual gas and elgctric bill of about $14,000. <br /> <br />Outside of the bic! is any landscaping (there is required turf re-establishment) and SAC and WAC <br />fees paid by the City ($4500). <br /> <br />After comparing ~he four bids, staff is recommending awarding to Sharp Construction of Maple <br />Grove in an amount not to exceed $588,396. This con~'actor met all of the stated specifications <br />and is the lowest bidder on the project. The bids on this project (after adjustments) are as follows: <br /> <br />Kraus Anderson $664,345 <br />Bor Son $617,200 <br />Welsh $590,000 <br />Sharp $588,396 <br /> <br />It should be not ~0:l that within the bids, each of the contractors have allowances for such as <br />flooring, wall cov~ering, and the security system.
