INTRODUCTION <br /> <br />The feasibility study for this project was petitioned for by the landowner, Fox Development <br />Company, and the developer, Residential Development, Inc. The project received <br />preliminary plat approval from the Planning Commission at their meeting on February 6, <br />1996, and from the City Council at their meeting on February 27, 1996. This report will <br />examine the feasibility of the project, the estimated construction and project costs and the <br />apparent assessments, for the construction of municipal sanitary sewer, watermain, storm <br />sewer, streets and trails for the proposed development. The project area is shown in Figure <br />I. <br /> <br />DESCRIFIION OF EXISTING CONDITIONS <br /> <br />The project area lies adjacent to and south of 153rd Avenue and adjacent to and east of <br />Sunfish Lake Boulevard (County Road 57). Immediately to the south is the undeveloped <br />Kurak parcel, and immediately to the east is DNR Wetland l14P and the FOX KNOLL <br />Development. The existing homestead is in the northeast portion of the development area, <br />with the existing home and garage contained in proposed Lot 20, Block 1. These buildings <br />will remain and will be occupied by the current resident. Ali other existing structures will <br />be removed. Site topography is characterized by a pronounced depression in the southwest <br />portion of the site, and a pronounced slope down to the wetland on the east side of the site, <br />wrapping around to the northeast comer and 153rd Avenue. The site has mature cedars <br />along the westerly boundary, a combination of mature pines and deciduous trees along the <br />northerly portion, and mature oak trees along the slope down to the wetland on the east <br />side. The platted area contains approximately 25.3 acres. <br /> <br />DESCRIFIION OF PROPOSED IMPROVEMENTS <br /> <br />Complete municipal improvements, including streets and utilities, are proposed to be <br />extended to service the 46 lots to be created with the development. Ail improvements are <br />shown in Figure 1. Sanitary sewer will be provided to the site by connecting to the existing <br />30 inch trunk sani.tary sewer line, which currently terminates in the wetland on the east side <br />of the site at the extension of 152nd Avenue. Sanitary sewer will be extended in the <br />proposed streets of the development as an 8 inch pipe, except the segment in 152nd Avenue <br />is a 10 inch trunk line approximately 30 feet deep. This pipe wiI1 be jack-bored under <br />Sunfish Lake Boulevard terminating on the west side for extension as a trunk line in the <br />future. All proposed lots will be extended a 4 inch service line. <br /> <br />Water service will be provided to the site by extending the existing 12 inch trunk waterline, <br />which currently terminates 'on the' east side of the site at the same location as the trunk <br />sanitary sewer. The waterline will be extended through the site as a 12 inch trunk line in <br />J.52nd Avenue to Sunfish Lake Boulevard and south along the east side of Sunfish Lake <br />Boulevard to the southwest comer of the development area. The 12 inch line will be jack- <br />bored under Sunfish Lake Boulevard for extension in the future. All other streets in the <br />development will receive either a 6 or 8 inch lateral waterline.
