I <br />! <br /> <br />NORTI <br /> <br />Background: <br /> <br /> CASE # <br /> <br />tFORK GRADING PERMIT/ANDRIE STREET DRAINAGE <br /> By: Steven Jankowski, City Engineer <br /> <br />At the July 11, 1995 meeting, the Council approved a conditional use permit for the grading of <br />four lots in the N0rthfork Links Addition. This permit was contingent upon fulfilling a term which <br />required that a drainage deficiency along Andrie Street be solved prior to commencement of the <br />grading. The pertnit was also granted with an expiration date of September 30, 1995. <br /> <br />You may recall rat Andrie Street becomes flooded during intense rainfall periods due to the <br />lengthy distance 9~hich drainage must travel overland from Andrie Street and 153rd Avenue until it <br />reaches the fa'st qatch basin on Andrie Street. Currently, this is a distance of nearly 1800 feet, <br />which is over 2-1/2 times the desired maximum distance of 700 feet. <br /> <br />The North Fork, i Inc. Engineer, Gerald Floden, has proposed resolving this problem with the <br />installation of tW, o sets of catch basins and the extension of storm sewer for a distance of <br />approximately 900 feet south of the existing catch basin on Andrie Street. It is my opinion that this <br />storm sewer will ~eliminate the intermittent flooding problem along Andrie Street. The plan also <br />provides for the dl'ainage of the back yards of the lots located on the west side of Andrie Street. <br /> <br />Observations: <br /> <br />There are several issues which need to be addressed in this case. The Council should acknowledge <br />and concur that the drainage deficiency associated on Andrie Street will be remedied through this <br />proposal. A second issue concerns the issue of the conditional use permit expiration date. The <br />permit granted a 2;-1/2 month period for completing the grading. The work was delayed to resolve <br />the drainage issue. With the drainage resolved, construction could be completed by mid-June <br />1996. The CounCil should consider whether the ensuing 11-month period is a reasonable period <br />for allowing completion of the terms of the original conditional use permit or whether another <br />public hearing is nleeded. Finally, the issue has been raised regarding the cost of the work to <br />remediate drainage. The City's position on this is that the developer should have been made to <br />install these additional catch basins at the time of the original road construction. The Developer's <br />position is that in,stalling them now represents an increased cost over installing them with the <br />construction of tho. street. A compromise position to resolve this would be for the City to pick up <br />the costs of bituminous removal and pavement and turf restoration.
