City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

June 27, 1996

Rick Zieser
Hennepin .Co-op Seed Exchange, Inc.
Golden Valley, Mn 55427

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

Re:

Site Plan Review; Ampride
PIN 35-32-25-32-0001, 35-32-25-23-0002/0003

Dear Riclc

We have received the conceptual site plan for the development of a convenience store with
gas on the southeast quadrant of the intersection of Hwy. #10 and Sunfish Lake Blvd. The
site plan or plot plan consists of one sheet prepared by F.I .P Arckitecmral Design and is
dated 6/26/96. We are also in receipt of building elevations and floor plan consisting of
one sheet also prepared by ELP Architects and dated 6/26/96. We offer the following
comments:

General: The site plan proposes the development of a 4,937 square foot convenience
store with gas and car wash on 3 lots totaling approximately 1 acre in area. Because the
property currently exists as 3 separate lots of records, the structure is proposed to be placed
on common property lines. It would require a minor subdivision to replat the property into
one lot and eliminate a situation of the snmcture being placed on property lines.

Zoning: The subject property is zoned B-3 Highway Business for which enclosed retail,
gas sales andcar washes are a permitted use.

Access: It _appears that two accesses are proposed to the site from Sunfish Lake Blvd.
N.W, This particular site is at a high traffic intersection and a retail center is proposed on
the west side of Sunfish Lake Blvd. The retail center has been approved with one access
onto Sunfish Lake Blvd. N.W. It is Staff's recommendation that this convenience store
site plus the lot to the south share an access onto Sunfish Lake Blvd. N.W. and that it align
with the reta/l center access on the west side of the road.

Highway #10 is classified as a principal arterial which has a very high mobility function.
Accesses detract from the mobility function of roadways. In view of the fact that an access
point currently exists less than 180 feet west of the proposed access point, Staff strongly
recommends that this access point be eliminated from the approved site plan. The
controlled intersection at Sunfish Lake Blvd. provides a safer access point for vehicles
entering and leaving this development. The site plan will be forwarded to Mn/DOT for
review and comment.
