We are also in receipt of building elevations and floor plan consisting of <br />one sheet also prepared by ELP Architects and dated 6/26/96. We offer the following <br />comments: <br /> <br />General: The site plan proposes the development of a 4,937 square foot convenience <br />store with gas and car wash on 3 lots totaling approximately 1 acre in area. Because the <br />property currently exists as 3 separate lots of records, the structure is proposed to be placed <br />on common property lines. It would require a minor subdivision to replat the property into <br />one lot and eliminate a situation of the snmcture being placed on property lines. <br /> <br />Zoning: The subject property is zoned B-3 Highway Business for which enclosed retail, <br />gas sales andcar washes are a permitted use. <br /> <br />Access: It _appears that two accesses are proposed to the site from Sunfish Lake Blvd. <br />N.W, This particular site is at a high traffic intersection and a retail center is proposed on <br />the west side of Sunfish Lake Blvd. The retail center has been approved with one access <br />onto Sunfish Lake Blvd. N.W. It is Staff's recommendation that this convenience store <br />site plus the lot to the south share an access onto Sunfish Lake Blvd. N.W. and that it align <br />with the reta/l center access on the west side of the road. <br /> <br />Highway #10 is classified as a principal arterial which has a very high mobility function. <br />Accesses detract from the mobility function of roadways. In view of the fact that an access <br />point currently exists less than 180 feet west of the proposed access point, Staff strongly <br />recommends that this access point be eliminated from the approved site plan. The <br />controlled intersection at Sunfish Lake Blvd. provides a safer access point for vehicles <br />entering and leaving this development. The site plan will be forwarded to Mn/DOT for <br />review and comment. <br /> <br /> <br />
