Site Plan Review: Ampride <br />June 27, 1996 <br />Page 2 of 3 <br /> <br />Lot Coverage: Structure coverage in the B-3 Highway Business District is restricted to <br />35% of the lot. The area of the site is approximately 43,000 square fee~ the total square <br />footage of the currently proposed structure is 4,937 square feet, which is in compliance <br />with the 15,246 square foot structure coverage restriction. <br /> <br />Setbacks: The proposed structure is subject to a 35 foot front, 20 and 10 foot side and 35 <br />foot rear yard setbacks..Although no setback distances are noted on the plot plan, it <br />appears that the front and side yard setbacks can be met. However, if the scale is correct, it <br />appears that the 35 foot setback from the south or rear property line is deficient. In <br />accordance with City code, a 17.5 foot wide strip along Hwy. #10 is to be void of any use, <br />including parking and it appears that this requirement is also met. <br /> <br />Amount of Off-Street Parking: City Code requires one customer parkirig space for <br />every 200 square feet of retail space. It appears that there is approximately 3,400 square <br />feet of retail space for which 17 parking spaces would be required. The concept plan <br />shows 14 off-street parking spaces. However, it is common practice for vehicles to remain <br />parked at gas islands while paying for purchases. There are 8 parking spaces provided at <br />gas islands for a total of 22 potential parking spaces. <br /> <br />Design of Off-Street Parking, Driveways, Maneuvering and Loading Areas: <br />City Code requires that ali of these areas be paved and finished with B-612 concrete <br />curbing. It is assumed that the site will be developed accordingly and the final site plan <br />must identify these improvements in detail. <br /> <br />Grading and Drainage: A Grading and Drainage Plan has not been submitted and must <br />be provided prior to final site plan approval. A pen-nit must be obtained from the Lower <br />Rum River Water Management Organization because this site will discharge into a Class A <br />body of water, the Mississippi River. <br /> <br />Architectural Standards: Building elevations provided indicate that the exterior finish <br />on the building will be scored concrete block with a red ceramic face block trim and metal <br />facia. The building height does not exceed 35 feet. The structure is in compliance with <br />City Code architectural standards. <br /> <br />Landscape and Screening Plan: At a minimum, City Code requires a 20 foot <br />landscape area adjacent {o all streets. The site plan submitted is deficient of a Landscape <br />Plan. The Plan to be submitted must identify the location, species, size and quantity of <br />plantings to be established on the site. The parcel is surrounded by commercially used <br />property and no screening plan is required. <br /> <br />Utilities: The site will be required to connect to municipal utilities.
