Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to leave <br />the fee for motor vehicles sales/repair at $100 for 1996, and to refund any amount of <br />money over $100 to the businesses who have already paid. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #6: Respond to Draft Language for Comprehensive Plan <br /> Amendment <br /> <br />Zoning Administrator Frolik reminded Council that they had been given a copy of the <br />comprehensive plan and their comments are welcome. Using the notes from these minutes, <br />a report will be compiled. Staff will review the comments in a development meeting and go <br />through the changes with the consultants. <br /> <br />Councilmember Peterson presented a map showing what he thought was proposed for <br />County Road #116. He noted on the plan staff presented to Council that it looks like Puma <br />would be the road that would go across the overpass. His reflection was that #116 would <br />go over Highway #10 rather than Puma. If staff is not sure of that, maybe we need to fully <br />discuss that. This document handed out shows it swinging to the south. <br /> <br />City Engineer Jankowski stated that the plan right now pertaining to County Road #116 is <br />that it will extend to Armstrong Boulevard and terminate at #I 16 and that it will continue <br />and connect to Puma, over Highway #10 and down to the neighborhood south of Highway <br />#10. <br /> <br />Councilmember Peterson inquired if Mr. Jankowski agreed with the document as handed <br />out, <br /> <br />Mr. Jankowski responded that he somewhat questions the feasibility of an overpa_ss over <br />Highway #10 unless there's a bridge that continues across the river. <br /> <br />Councilmember Peterson stated that the crux of the discussion should be that we are going <br />to reflect to the County - we need to be in agreement. <br /> <br />Mr. Jankowski stated that either way, a portion west of Armstrong would be a City street <br />of sorts. It's important to connect up toPuma. It's good to go across Highway #10. <br /> <br />CoUncilmember Peterson asked why we have stopped Armstrong at the County Road. <br /> <br />Mr. Jankowski stated that we haven't. This is as far as the County has committed to it. <br /> <br />Mr. Schroeder stated that the County Engineer has said this is as far as it will be extended - <br />so we have thought it would be a City road. <br /> <br />Councilmember Zimmerman stated that County Road #116 in the future will be a very <br />important roadway. The overpass would be appropriate and this plan should reflect that. <br /> <br />Councilmember Peterson s.uggested we should lobby our County Commissioner or include <br />him in the discussion.
