Case #10: Repor£ from Road and Bridge Committee <br /> <br />1) Review of City's MSA System <br /> <br />City Engineer Jankowski stated that Anoka County added 6.6 miles of County State Aid <br />roads within the City of Ramsey and, consequently, eliminated 6.6 miles of County Road <br />designation. The State Aid rules allow county roads to be used in the determination of a <br />city's base mileage, however, County State Aid roads are not allowed. As a result of this, <br />the city has 0.65 miles over the maximum mileage allowed. Therefore, this year, we will <br />not be able to designate additional mileage on the State Aid System. He explained that the <br />expanded State Aid System within Ramsey will allow a greater number of potential <br />linkages than allowed by the present system. He listed the following possibilities not <br />previously available: a) a linkage of McKinley Street north to C.R. 4/116 on the east end <br />of Business Park 95; b) a linkage of I67th Avenue between Variotite Street and <br />Armstrong Boulevard; and c) the improvement of 161st Avenue between Variolite Street <br />and Armstrong Boulevard. <br /> <br />No Council action was required. <br /> <br />2) Review of Plans for 153/155 Extension <br /> <br />City Engineer Jankowski reported that RLK Inc. has submitted the final plans for the <br />extension of 153/155 between Variolite and Armstrong Boulevard. He stated the <br />construction is set for 1997, and will not involve closing of the existing roads and no <br />detours. With regard to parking restrictions - the entire north and west side of the roadway <br />will be restricted and on the south side on portions of the curve. The turtle walls to protect <br />the blanding turtles are not the entire length of the roadway. We anticipate appraisals on <br />this and staff will bring them back to gain approval. <br /> <br />No Council action was required. <br /> <br />3) Discussion of Water Service Extension <br /> <br />City Engineer Jankowski informed Council that Good Value Homes held an informational <br />meeting with the residents of Peltzer Addition to discuss a sewer and water plat which is <br />proposed to be adjacent to the southern boundary of that subdivision. No negative <br />comments were received. Residents did, however, inquire whether or not they could have <br />access to water service. The Road and Bridge Committee discussed this and voted to deny <br />immediate connect to water but to allow the opportunity to see if a number of individuals <br />are interested, then maybe it would be considered at that time. <br /> <br />Consensus of the Council was also to deny immediate connect to water to but to reconsider <br />the issue should a number of persons express interest. <br /> <br />4) Update on Anoka City Power Line <br /> <br />City Engineer Jankowski explained that staff had met with the City of Anoka to discuss the <br />plans for the power line that's being constructed. Initially, when it was authorized, it was <br />contingent upon the poles along the railroad tracks being constructed of metal, and they will <br />be, with the exception of one pole at the pivot point. The engineer has indicated there is an <br />advantage to going with wooden cross arms because if they were metal, they can be <br />shorted out by birds.
