Case #3: <br /> <br />Adopt Proposed Ordinance to Amend Chapter 5 of the Ramsey City <br />Code Regarding the Definition of Junk Vehicle <br /> <br />Zoning Administrator Frolik stated that this ordinance was introduced at the last meeting. It <br />eliminates the opportunity for persons to put current tabs on inoperable junk vehicles in their yard. <br /> <br />Councilmember Beyer inquired about the individual who is restoring vehicle that will run in the <br />future. <br /> <br />Ms. Frolik stated that the next ordinance would prevent them from storing them outside until it's <br />operable. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to adopt Ordinance :h~96-11 <br />amending Chapter 5 of the Rarnsey City Code regarding the definition of junk vehicle. <br /> <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Zimmerman aye <br />Councilmember Peterson aye <br />Mayor Hardin aye <br />Councilmember Beyer nay <br />Councilmember Beahen absent <br /> <br />Motion carried. <br /> <br />Bob Tomaszewski, 15645 Yakima Street NW, Ramsey, stated that when the two ordinances were <br />lumped together, the date for compliance was November 1997, now it's moved to 30 days as of <br />the date of execution. Will this be on a complaint basis and will it be enforced by the Planning <br />Commission. <br /> <br />Mayor Hardin replied it would be enforced by City staff. <br /> <br />Mr. Tomaszewski stated that so many vehicles fall under this. He questioned how this will be <br />done in a fair and equitable manner and asked that he be treated equal to everyone in the City. <br /> <br />Case #4: <br /> <br />Adopt Proposed Ordinance to Amend Chapter 9 of the Ramsey City <br />Code Regarding Parking and Storing Vehicles and Equipment in <br />Residential Districts <br /> <br />Zoning Administrator Frolik stated that this ordinance establishes the regulations for parking and <br />storing personal and recreational vehicles. It, too, was introduced at the last Council meeting. <br /> <br />Don Dehn, 5175- 157th Lane NW, Ramsey, expressed support of passing this ordinance. <br /> <br />Arnie Hendriksen, representing Minnegasco, stated that they have 11 vehicles that residents of <br />Ramsey take home; ten of these vehicles are service vans. Taking the vehicles home are an <br />advantage for the employee and also Minnegasco. He understood the ordinance to say if an <br />individual drives a vehicle home, they would have to have it screened or garaged and/or put a <br />surface down to park that vehicle on. Some of the service technicians have contacted him about <br />this screening and they would like to leave that vehicle in the yard; thereby, allowing them to be <br />ready for an emergency situation should it arise.
