I <br />I <br /> <br /> ! <br /> <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Pers0nnel Committee conducted a regular meeting on Tuesday, July 9, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br /> <br />CALL TO ORDER <br /> <br />Councilmember B°Yer called the regular meeting of the Personnel Committee to order at 6:16 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Draft Policy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith presented the proposed policy for appointing members <br />of the City's advisory boards and commissions which contains a procedure to interview applicants on <br />a panel basis. Everyone would be interviewed individually and all asked the same questions. She <br />distributed a listing of sample questions for new applicants. Once a recommendation is forwarded <br />for Council consideration, a rationale would be included for said recommendation. The proposed <br />Policy also includes, a limitation for three consecutive two-year terms of office for members of boards <br />and commissions and indicates that it would be necessary for current appointees to reapply should <br />they want to be reappointed. If it is the Council's intent to not reappoint, then that person would be <br />notified and the opening advertised. If the intent is to reapply, then the position would not be <br />advertised until a ~lecision is reached regarding reappointment. Administrative Services Manager <br />Waite Smith noted the inclusion of stipends for members of City boards and commission to cover <br />expenses for meetings actually attended.
