Tenth Judicial District after receipt and review of the City Council's recommendation. <br />Administrative Services Manager Waite Smith stated it was her understanding the Council did not <br />want people to serve on more than one commission at the same time; however, the City already has <br />a resolution dealing with this which indicates it is the City's policy to not have the same person on <br />more than one commission unless there is some compelling reason to do so. <br /> <br />Councilmember Beyer suggested term limits become effective January I, 1998, which would provide <br />a year and one-half notification. <br /> <br />Administrative Services Manager Waite Smith reviewed a chart indicating terms of service for <br />Ramsey's boards and commissions and how many seats will need to be filled if effective without <br />"grand fathering". <br /> <br />Councilmember Beahen noted that if this Policy becomes effective January 1, 1998, it will result in <br />many vacancies. <br /> <br />Discussion was held regarding the Horse Care Board and member's length of service to this Board. <br />Councilmember Beyer inquired regarding the need to continue the Horse Care Board. <br /> <br />City Administrator Schroeder advised that the Horse Care Board was formed to put into place a call <br />list of residents who would care for run-a-way horses; however, this was not accomplished due to <br />liability concerns. <br /> <br />Mayor Hardin stated he thought a list of boarders was compiled and added that the Horse Care Board <br />was established to also address abuse or neglect cases. <br /> <br />Councilmember Beyer inquired regarding the number of horses in the City of Ramsey. <br /> <br />Police Chief Auspos advised there is still a fair number of run-a-way horse calls which the City <br />handles. <br /> <br />Councilmember Beahen suggested this Board may be obsolete. <br /> <br />Councilmember Beyer concurred and suggested this issue be studied prior to January 1, 1998, at <br />which time it could be dissolved, if so determined. <br /> <br />Mayor Hardin agreed the Horse Care Board could probably be abolished. He indicated concern <br />whether instituting term limits makes sense because the commissions would lose a lot of experience <br />and representation. <br /> <br />Councilmember Beahen suggested.a method be conSidered which would stagger appointments. <br /> <br />Mayor Hardin agreed and suggested it be based on their appointment date.
