He stated he shares the concern about losing all but one Planning Commissioner. <br /> <br /> Mayor Hardin stated support for developing a method of staggering term limits. <br /> <br /> City Administrator Schroeder suggested starting term limits on January 1, 1998, but to have the <br /> longest tenured members expire first and then repeat that process again in two years so there are <br /> always four experienced members appointed. <br /> <br /> Councilmember Beahen stated if the longest tenured members are interested in reappointment, then <br /> maybe those appointments should not be considered for phasing-out and, perhaps, priority should be <br /> given to members .rWith shorter tenure. But if they do not want to serve, then it would fall back on <br /> someone who has been there longer. <br /> <br /> Mayor Hardin suggested staff.work on the term limit. <br /> <br /> Consensus reached rto eliminate the section on term limits at this time and direct staff`to recommend <br /> how it can be implemented on a phased-in basis. <br /> <br />Mayor Hardin questioned Charter Commission appointments if the Council does not make a <br />recommendation t° the Judge. <br /> <br />City Administrator Schroeder explained ifa Council recommendation is not forthcoming, the District <br />Judge could make the appointment on his/her own. <br /> <br />Mayor Hardin suggested the language be revised to address this situation. <br /> <br />City Administrator Schroeder explained the City can have a policy but the District Judge can do <br />whatever he/she wants. <br /> <br />Mayor Hardin asked what if Council did not want to send a resolution of recommendation to the <br />District Judge. <br /> <br />Councilmember Beyer pointed out this situation is already covered by State Statute. <br /> <br />Mayor Hardin suggested adding language to indicate the appointment by the District Judge is "per <br />State Statute." <br /> <br />Mayor Hardin inquired regarding the intended two month notification of term expiration. <br /> <br />Administrative Services Manager Waite Smith agreed there is currently no notification and the intent <br />is that she will send a letter to their home two months in advance which will allow lead time for them <br /> <br /> Personnel Committee/July 9, 1996 <br /> Page 3 of 6 <br /> <br /> <br />
