I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CaSE #: / ,7--. <br /> <br /> REQUEST FOR FINAL PLAT APPROVAL OF <br />TRANBY TERRACE 2ND ADDITION; CASE OF DAVID TRANBY <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />David Tranby is requesting final plat approval to plat 29 acres in the rural service area into 3 <br />lots; one existing homestead and two new lots. The property is located on the west side of <br />Tiger Sweet, south of 173rd Avenue N.W. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed final plat <br />City Staff review letter dated August 7, 1996 <br />Resolution for f'mal plat approval <br />Proposed development agreement <br /> <br />Observations: <br /> <br />The 3 lot minor subdivision on 29 acres is in conformance with 4 in 40 density zoning. <br />However, the minimum lot size in the Rural Service Area is 10 acres and Lot 3 is proposed <br />at 2.5 acres. Mr, Tranby's reasoning for requesting the deviation from the minimum lot <br />size is that he has a buyer for his existing homestead on Lot 1 that wants 10 acres of land. <br />Mr. Tranby will be building himself a new home on Lot 3 and he only wants the minimum <br />lot size accep~ble in the rural district in order to keep as much of the remainder of the <br />property as possible in tact, thus retaining more development options for the future. The <br />Planning Corr~ ission has recommended approval of this deviation from the minimum lot <br />size requirement on Lot 3 as the plat will remain in compliance with 4 in 40 density zoning. <br /> <br />All of the lots will have the required 200 feet of frontage on Tiger Street. Mr. Tranby is <br />also planning for a cooperative effort for the ultimate development of the property between <br />the owners of Lots 2 and 3 by providing an easement equal to 1/2 of a road right-of-way <br />width on Lot 3. In accordance with City Code, the standard drainage and drainage <br />easements around the perimeter of the lots have been provided on the final plat. <br /> <br />The plat was reviewed by the Park Commission in July and they have recommended a cash <br />payment to satisfy park dedication requirements. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend approval of the final plat. <br /> Council Action: <br /> <br /> Motion to: <br /> Adopt Resolution ~96-08- <br /> granting final plat approval to Tranby Terrace 2nd <br /> Addition. <br /> <br />Review Checklist: <br /> <br />CC: 8/13/96 <br /> <br />City Engineer Copy: <br /> <br />Planning Commission <br />Park Commission <br />Parks & Utilities Supervisor <br /> <br /> <br />
