My suggestion is that there are different types of properties/purchases for which different
procedures should be followed. In the case of commercial/industrial parcels, it seems that the
current practice is working just fine. In cases where, for whatever reason, land becomes available
that was originally intended for some other purpose, I agree that a different process is most
appropriate. In that case, at least public advertising as would occur with a street project should be
pursued. There may be cases, however, where the highest cash offered for the property may not
provide the best result for the citizens. An example is the 22 acres north of Alpine Park. In that
case, if the highest bidder proposed to construct high-rise apartments on the site, it would certainly
be seen as a negative from the neighbors perspective. Therefore, in any given policy, it would
seem that some flexibility needs to be afforded the City.

The intent of this case is to gauge your level of agreement, or lack thereof, with the above, after
which a policy statement will be returned to Council.

Council Action:

Based on Discussion

Reviewed by:

Copies also distributed to:

City Administrator

Economic Development Coordinator

CC: 08/13/96

/jmt
