1997 - 2002 DRAFT CAPITAL IMPROVEMENT <br /> PROGRAM NARRATIVE <br /> <br />1997 <br /> <br />River's Bend $ 37,000 <br /> <br />Shelter g2 would be sighted adjacent to the playground making it available to the soccer, softball <br />field and tennis ~ourt users in addition to the general public. The path to Shelter #1 links the <br />existing path (abOut 35 feet away) and the fishing pier to the shelter and nearby picnic station and <br />provides for ADA compliance. <br /> <br />Approximately $~1,000 would fund the installation of a basketball standard and associated stripping <br />of the northern biturninous parking lot. <br /> <br />About $2,000 of the $37,000 total is needed for improvements to the softball field including safety <br />fences. <br /> <br />Alpine Park $265,000 <br /> <br />A quarter-million~ dollar in Park Trust Funds are estimated to be available by sale of the residential <br />property north o~ 153rd Avenue (across from Alpine Park) plus $40,000 in Landf'fll Trust Fund <br />(LTF) interest e~0'nings. While the park will ultimately require one to two million dollars for <br />development, $2{_5,000 will construct some athletic fields, ir0.'gation' ~d parking, thus keeping <br />pace with athleficifield demand and initiating park development m proxarmty to urban homes south <br />of 153rd Avenue ton either side of County Road #5. <br /> <br />The $40,000 LTF allocation will provide for engineering, grading, seeding, and other <br />improvements early in the year before pending the income from the sale of the land is realized. <br /> <br />1998 <br /> <br />Central Park $ 63,000 <br /> <br />As recent as late [995, the City has had discussions with the owner of the 35 acres east of Central <br />Park. If the land. were to become available, the City should actively pursue it for community <br />athletic field need~s, in addition to a family picnicking site in the wooded area in the northeast <br />quadrant of the 35 acres. If the property is not available, the City should consider constructing a <br />tennis court facility, ~n the existing portion of park. <br /> <br />The smaller of Cetatrai Park's two playgrounds should be re-sighted to join the largest piece of play <br />equipment. In adltition, some screening (beyond the home run fence) of field 4's third base line <br />should be conside.~ed. Strategically placed trees would serve to deflect baseballs in the event that <br />baseball is allowe~ on that softball field. <br /> <br />Another proposal related to Central's playground was to involve the public in a fund-raiser for <br />constructing a pl4yground suiting Central Parks status in the community. Local community <br />groups, such as~ Lions Club, would be logical partners. The endeavor could include actual <br />building of the structure by volunteers. <br /> <br />Peltzer Pork $ 35,000 <br /> <br />By 1998, it is believed that densities in the Regency Pond Addition will require a rehabilitation of <br />Peltzer Park to include a new playground, landscaping, benches, etc. <br /> <br /> <br />
