CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br />CASE OF DOLPHIN FAST FOOD, INC. <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Dolphin Fast Food, Inc. has submitted a site plan for the development of a 3,000 square <br />foot Burger ~¥ing restaurant on the comer of Ramsey Blvd. and Hwy. #10. The folIowing <br />items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />City Staff review letter dated August 27, 1996 <br />Draft Planning Commission meeting minutes dated September 3, 1996 <br />Proposed development permit <br /> <br />Notification: <br /> <br />Site Plans are not required to be subjected to public hearings and no notificafi~on, of the <br />pending project was provided to area property owners because the lot to the wes~ is' vacant <br />and there are railroad tracks and public roads to the north, east and south. <br /> <br />Observations: <br /> <br />The site plan proposes to retain the existing access onto Hwy. 4/10. Preliminary verbal <br />comments from, Mn/DOT are that retaining a fight-in/right-out only onto #10 is acceptable <br />as long as it is on the west border of the property so that it may be a shared driveway with <br />the vacant pa/cel to the west when it is developed. The City Engineer originally <br />recommended elimination of the Highway #10 access. However, it is likely that at some <br />future date the County will install a median on Ramsey Blvd. south of the railroad tracks to <br />the intersection:with Hwy. #10. The lack of Hwy. #10 access and a median on County <br />Road #56 woul~l prohibit persons traveling west or east on #10 or north on Ramsey Blvd. <br />from entering the facility. The median would also prohibit a left turn from the restaurant to <br />go north on Rar~sey Blvd. <br /> <br />The site plan als~o proposes to relocate the existing access on Ramsey Blvd. to the north. <br />Anoka County has recommended that the access onto Ramsey Blvd. align with the access <br />to Holiday on the east side of Ramsey Blvd. This is not feasible as moving the Burger <br />King access to the south to align with Holiday's Mil interfere with the traffic lane for the <br />drive-up windoW; and Holiday's entrance cannot be relocated to the north because of the <br />detention pond in that area. <br /> <br />The County and the Planning Commission have also noted the need to verify' that the <br />structure meets the 80 foot setback from the centerline of the Ramsey Blvd. right-of-way. <br />The applicant has'indicated that the measurement will be verified and the site plan modified <br />accordingly. <br /> <br /> <br />
