The proposed project meets City Code requirements for lot coverage, setbacks, number of <br />off-street parking spaces, and screened waste enclosure. The site plan does need to be <br />modified as follows: <br /> <br />a) <br /> <br />b) <br />c) <br /> <br />clearly reflect that the traveled portions of the site will be surfaced with <br />bituminous or concrete and finished with concrete curbing; <br />identify species, quantity and size of plantings proposed; <br />identify any exterior Iighdng plan; <br /> <br />City Code requires a 20 foot wide landscaped area along ail public streets and in the B-3 <br />Highway Business District, there is a 17.5 foot myactivity zone. adjacent to Hwy. #10. <br />The site plan does meet the 20 foot landscape requirement along Ramsey Blvd., however, <br />that area reduces to 15 feet along Hwy. #10, which also means that the drive-up traffic lane <br />on the south side of the building encroaches the no-activity zone by about 2 feet. The <br />primary intent of the 17 foot no-activity zone was to stop the use of highway right-of-way <br />for retail display areas. In this ease, Staff is recommending approval of the 5 foot deviation <br />in order to retain as much area as possible on the north side of the property for septic <br />systems. The turf establishment on the south property line can be extended a couple of feet <br />into the road right-of-way to make up the difference. As for the 17 foot no-activity zone, <br />the traffic lane for the drive-up window is not a permanent use or obstruction like a display <br />area, therefore, Staff recommends approval of that 2 foot deviation. <br /> <br />Recommendation: .... <br /> <br />The Planning Commission and City Staff recommend site plan approval with modifications <br />as noted <br /> <br />Council Action: <br /> <br /> Motion to: <br />Approve/deny the site plan proposal for the Burger King facility contingent upon <br />compliance with the City Staff review letter dated August 27, 1996, with the <br />exception of eliminating the Highway #10 access, and resolving the access point on <br />Ramsey Blvd. with the Anoka County l-Iighway Deparnnent. <br /> <br />Review Checklist: City Engineer <br />CC: 9/9/96 <br /> <br /> <br />
