Site Plan Review: Burger King <br />August 27, 1996 <br />Page 2 of 3 <br /> <br />property line into the road right-of-way a few ieet. As for the 17 foot 'no-activity' zone, <br />the primary intent of that restriction was to prohibit the continued encroachment of outside <br />display areas into the highway right-of-way. In this case the encroachment is a traffic lane <br />for a drive-up Window, which is not a permanent type use like an outside display area. <br /> <br />The site plan needs to be modified to include the species, quantity and size of plantings <br />proposed to be estabished on the site. <br /> <br />Architectural Standards: City Code restricts exterior wail finishes to natural or <br />prefabricated beick or stone or pre. cast concrete panels or some other material approved by <br />Council. It is noted that the building elevations provided appear to be incorrectly labeled; <br />what is shown 'as the east elevation for instance, is assumed to be the south elevation. <br />Beyond that, the elevations indicate that the building exterior is to be constructed ~.9.s.tly of <br />rock face block veneer and a portion of what is identified as the south wall on the eI~vations <br />(but is most likely the west wall) contains a combination of the block veneer and <br />architectural vertical metal siding. Staff is recommending denial of the application of <br />vertical metal siding to the structure. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles shall be <br />stored within a completely screened structure or container. The site plan identifies a waste <br />enclosure consisting of ~ock race block veneer like the building. <br /> <br />Off Street Parking - Design: In accordance with City Code, the site plan should be <br />modified to clearly reflect that all traveled portions of the site will be surfaced with concete <br />or bituminous, and the outer edge of ail pavement will be finished with B-612 concrete <br />curbing. <br /> <br />Off Street Parking - Spaces Required: City Code requires 1 parking space for every <br />3 seats in a restaurant. In this case, there is seating capacity for 88 persons and therefore, <br />the number of required parking spaces would be 30. The site plan identifies 55 off-street <br />parking spaces, 2 of which are for handicap use. <br /> <br />Lighting: Any exterior lighting on the sight should be noted on the site plan. Any <br />lighting used to illaminate the parking lot, sign or building must deflect light away from <br />public streets. Bulbs in excess of 150 watts must be so direct'ed that the light source is not <br />visible from off or'the property. <br /> <br />Drainage and Grading: Paved areas are proposed to be drained overland to a <br />stormwater detention pond located in the southeast comer of the property. Overflow from <br />this pond flows into the existing highway ditch system. Calculations should be submitted <br />verifying the adequacy of the pond. It has been Mn/DOT policy to restrict the stormwater <br />discharge to the highway ditch system to pre-development conditions. <br /> <br /> <br />
