Schroeder, City Administrator

Background:

You all may have heard about yet another pending transfer of the Cable Television Franchise for
the Cities of Andoyer, Anoka, Champlin and Ramsey. Proposed is that Meredith Cable will
transfer ownership ~to Continental Cable, who in turn will transfer their ownership to US West. It
is expected, althoUgh not necessarily relevant to this discussion, that US West will transfer their
ownership to a third entity within two years.

The City of Ramsey has delegated many activities regarding regulation of the cable television
industry to the Quad Cities Cable Commission. One area which each of the member cities has
retained is the righl: to approve or reject transfer of the franchise. As such, enclosed for your
consideration are two resolutions approving the above transfers. The Commission, and their
attorney, has reviewed these and related documents and recommends approval.

~o~c,~ ~on: ¢(I¢)
Motion to adopt R~esolution #96-09-~.t)Wconsenting to ~e ~sfer of consol of ~d cern
ownership interests in a cable television ~anchis~ to Continent.
-and-n ~ ' ~n~/¢
Motion to adopt ~esolufion ~6-~9-~onsgn to me ==sfcr of con=ol of =d cern
ownership interests in a eabl~ t:lcvision ffanchis¢~ to US W~st.

I0

Reviewed by:

City Administrator

CC: 09/09/96
