Larry Erb - 3 - September 6, 1996

A traffic operations analysis was then conducted for the two key intersections
using existing am and p.m. peak hour turning movements with proposed
geometrics and traffic signal control. Results indicate that the intersection of
TH 4'7 and 142nd Avenue NW improves to Level of Service A during the am and
p.m. peak hour, The intersection of TH 47 and CSAH 5 continues to operate at
Level of Service B during the am and p.m. peak hours.

TRAFFIC SIGNAL WARRANT ANALYSIS

A traffic signal warrant analysis was conducted to determine the need for traffic
signals at the intersections of TH 47 and 142nd Avenue, and at CSAH 5, These
analyses were conducted using 16 hour approach volumes taken in July 1996
(see Appendix), and proposed roadway geometdcs. -..

Based on the signal warrants analysis, installation of traffic signal co'ntrol is
warranted at the TH 47 and 142nd Avenue NW intersection by satisfying the
following signal warrants of the Mn/MUTCD: Warrant 2-Interruption of
Continuous Traffic Warrant, Warrant 9--Four Hour Volume Warrant, and
Warrant 11--Peak Hour Volume Warrant (see Appendix).

Based on the signal analysis, installation of traffic signal control is warranted at
the TH 47 and CSAH 5 intersection by satisfying the following signal warrants of
the Mn.MUTCD: Warrant 1--Minimum Vehicular Volume Warrant, Warrant 2--
Interruption of Continuous Traffic Warrant, Warrant 8-Combination of Warrants
1 and 2, Warrant 9-Four Hour Volume Warrant, and Warrant 11--Peak Hour
Volume Warrant (see Appendix).

ACCIDENT ANALYSIS

An accident analysis was conducted to determine the number of accidents
currently occurring at the two key intersections. An analysis from January 1992
through December 1994 revealed the following results:

I
!
I
I
I
I
I
I
I
I
I
I
I
I
