I
'1
I
I
I
I
I
I
I
I
I
I

Larry Erb ~ - 2 -

September 6, 1996

The two key intersections included in this project are' TH 47 at 142nd Avenue
NW, and TH-47 at CSAH ,5. Both intersections have minor street stop control.
Currently, the geometrics at the intersection of TH 47 and 142nd Avenue NW
include a left/through lane and a right turn lane for northbound and southbound
approaches,' and a left/through/right turn lane for eastbound and westbound
approaches., The geometrics at the T-intersection of TH 47 and CSAH 5 include
a left turn lame and a through lane for the northbound approach, a left/through
lane for the southbound approach, and a left turn lane and a right turn lane for
the eastbour~d approach.

FUTURE CONDITIONS

Proposed roadway and intersection improvements included in this project are
shown in the project layout sketch in the Appendix. Proposed ?Oadway
improvements include widening TH 47 to a four-lane roadway from north of
County Road 116 to CSAH 5. Intersection geometric improvements at the
intersection :of TH 47 and 142.nd Avenue NW would provide a left turn lane, two
through lanes and a right turn lane for northbound and southbound approaches,
and a left tt~rn lane and a through/right turn lane for eastbound and westbound
approaches; The intersection of TH 47 and CSAH 5 would be modified from a T-
~ntersecbon'to a four-legged intersection. The proposed intersection geometdcs
would provide a left turn lane, two through lanes ..nd a right turn lane for the
northbound approach, a left turn lane, a through lane and a right turn Jane for
southbound and eastbound approaches, and a left turn lane and a through/right
turn lane for the westbound approach.

Proposed traffic control improvements would include the installation of traffic
signals at the intersections of TH 47 at 142nd Avenue NW, and at CSAH 5.

INTERSECTION CAPACITY ANALYSIS

A traffic operations analysis was conducted for the two key intersections using
existing am and p.m. peak hour turning movement counts taken in July 1996
(see Appendix) and geometrics with proposed traffic signal control. Results
indicate that the intersection of TH 47 and 142nd Avenue NW operates at Level
of Service B dudng the am peak hour. During the p.m. peak hour, this
intersectior~ operates above capacity at Level of Service F. Under similar
conditions, the intersection of TH 47 and CSAH 5, would operate at Level of
Service B during the am and p.m. peak hour.
