We have received the proposed preliminary plat which consists of one (1) sheet <br />prepared by Ca/ne &Associates, dated August 22, 1996. We are also in receipt of Street <br />Plans consisting of three (3) sheets dated August 21, 1996, and a Grading and Drainage <br />Plan consisting of one (1) sheet dated August 22, 1996, all prepared by Hakanson <br />Anderson Associates. We offer the following comments: <br /> <br />1. Generat: The plat consists of approximately 34.8 acres and is proposed to be <br />platted into 11 commercial lots and one outlot. <br /> <br />2. Zoning: The property is currently zoned B-3 Highway Business. <br /> <br />3. Lot Sizes and Dimensions: AII of the lots exceed the I/2 acre minimum lot size <br />for commercial lots in the B~3 Business District. They also exceed the minimum lot width <br />of 100 feet and lot depth of 150 feet. <br /> <br />4. Access to Lots: The construction of Llama Street N.W. and Riverdale Drive <br />N.W, is proposed to provide public access to the lots. None of the lots will have direct <br />access onto Hwy. #10. Mn/DOT has requested that the right of access along Hwy. #10 be <br />dedicated to the public on the final plat. Outot B (the remaining 27 feet of Llama Street <br />south of Pdverdale) should be dedicated as street when Outlot A is replatted. <br /> <br />5. Grading and Drainage Plan: The eastern half of Ouflot A is proposed as a <br />drainage easement to accommodate both runoff from Riverdale Drive and the platted lots. <br />This is a naturally Iow lying area which is proposed to be graded to increase ponding <br />volume. Vacant land to the south makes future drainage to the south a reasonable <br />alternfive. <br /> <br />The final plat will have to include the standard 10 foot drainage and uti/ity easements (5 feet <br />on common property lines) around the perimeter of all platted tots except the outlot. <br /> <br />6. Park Dedication: The plat was reviewed by the Park Comrrfission for park <br />dedication requirements on August 8. It was recommended that park dedication consist of <br />a 35 foot wide corridor over Oudot A west of Alpaca Estates 3rd Addirioa to Riverdale <br />Drive. The balance of dedication would be cash at 5% of fair market value. <br /> <br /> <br />
