The Planning Commission conducted the public hearing on September 3 and Mr. Dubats
expressed support for the request noting that Mr. Holm has made some substantial
progress towards cleaning up the Super Bowl property.

Recommendation:

City Staff recommends denial of the request for a conditional use permit. Staff's
recommendation is based on the fact that there are probably numerous businesses in the
community that would like the Highway #10 advertising exposure and approval of this
request could set a precedent,

The Planning Commission unanimously recommended approvM of the request. Their
recommendation was based on the fact that the restriction in City Code is aimed at
billboards advertising products generally generally; that an off-site sign advertising a
Ramsey business is appropriate.

If Council is inclined to accept Staff's recommendation, then the findings of facts proposed
by the Planning Commission will have to be amended to the negative.

Council Action:

Motion to:
Adopt Resolution ~:96-09-__ adopting Findings of Fact # relating to a request
from Flolm's Super Bowl for a conditional use permit for an off-site advertising
sign.

-and-

Motion to:
Deny the request for a conditional use permit for an off-site advertising sign at 6740
Hwy. #10 N.W. based on Findings of Fact #__

Motion to:
Approve the request for a conditional use permit for an off-site advertising sign for
Holm's Super Bowl and Adopt a Resolution 96-09-.__ declaring terms of same.

CC: 9/24/96
