Motion by Commissioner Deemer and seconded by Commissioner Terry to amend ff23 to inc[icate that th~ proposed use will not involve equipment and conditions of operation that wilI be detrimental to any person, property, or the general welfare by reason of excessive production of glare. Motion carried. Voting Yes: Chairperson Bawden, Comm~.~sioners Deemer, Terry, Holland, Jensen, LaDue, and Thorud. Voting No: None. Absent: None. Motion by Commissioner Holland and seconded by Commissioner Jensen to recommend that City Council approve the Fhadings of Fact as amended. Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Jensen, Deemer, La_Due, Terry, and Thomd. VofingNo: None. Absent: None. The Planning CommissiOn proceeded to review the proposed Resolution for the Conditional Use Permit. Commissioner Deemer stated that the sign exhibit shown by the applicant proposes more than what is stated in condition ~3. Mr. Holm stated `that they would like 'to display more that the business identification. Commissioner Deemer stated that #3 needs to be modified. Chairperson Bawden asked for the intent of Condition #3, Ms. Frolik explained that there will be three signs rather than one, with tw/ce the space allowed, and allowing off-site advertising. Ms. Frolik explained that the intent of the sign is for exposure to Highway #10, therefore the message should be limited. Ccmmfisdcmer Deemer stated there should be no changeable ad copy. Commissioner Holland stated that candifion Jr3 needed to be modified to require a constant message or it needed to be stricken. Motion by Commisfioner Holland and seconded by Commissioner Deemer to amend condition #3 to state, "The sign message is herein restricted to identify the occupant and the services offered of the structure at 6720 Riverdale Drive Motion carried. Voting Yes: Chairperson Bawdea, Commissioners Holland, Deemer, Jensen, LaDue, Terry, and Thomd.. Voting No: None. Absent: None. Motion by Commissioner Deemer and seconded by Commissioner fensen to reCOmmend that City Council approve the request for a conditional use permit and adopt a resolution declaring terms of the same. Further Discussion: Commissioner Thorud asked how the next request for off-site advertising will be handled. Corrarfis~oner Holland stated the ~Planning Commission will have to review each case. Commissioner Deemer explained thgt Ramsey b~sinesses will probably be allowed. Chairperson Bawdea stated that the problems stems from off-site advertising of national products, Commissioner Deemer explained that the original off-sight sign in this case required a condifiona/use permit, because they started the ordinance approximately two months ahead of the sign being ~n place.
