Motion by Commissioner Deemer and seconded by Commissioner Terry to amend #23 to indicate <br />that the proposed use will not involve equipmemt knd conditions of operation that will be detrimental <br />to any person, property, or the general weJfare by reason of excessive production of glare. <br /> <br />Motion carrie. Voting Yes: Chakp~on Bawden, Commi.~sioners Deemer, Terry, Holland, Jensen, <br />LaDua, and Thorud. Voting No: None. Absemt: None. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Jensen to ,recommend that City <br />Council approve the Findings of Fact as amended. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, Jensen, Deemer, <br />La_Due, Terry, mud Thorud. VotingNo: None. Absent: None. <br /> <br />The Pl~m~lng Commissd0n proceeded to review the proposed Resolution for the Conditional 'Use <br />Permit. <br /> <br />Commissioner Deemer stated that the sign exhibit shown by the applicant proposes more than what <br />is stated in condition ~3. Mr. Holm stated that they Would like to display more that the business <br />identification. Commissioner Deemer stated that #3 needs to be modified. Chairperson Ba'wden <br />asked for the intent of Condition #3. Ms. Frolik explained that there will be three signs rather than <br />one, with tw/ce the space allowed, and allowing off-site advertising. Ms. [Frolik explained ~hnt the <br />intent of the sign. is for exposure to t-1]ghway #10, therefore the message should be limited. <br /> <br />Cammissioner Deemer stated there should be no changeable ad copy. Commissioner Holland stated <br />that can~fion//3 needed to be modified to require a constant message or it needed to be stricken. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer'to amend condition #3 <br />to state, "The sign message is herein restricted to identify the occupant and the services offered of <br />the structure at 6720 Riverdale Drive NW". <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, iensen, <br />La/Due, Terry, ~andThorud.. VotingNo: None. Absent: None. <br /> <br />Motion b3 Commissioner Deemer and seconded by Commissioner Jensen to recommend that City <br />Council approve the request for a conditional use permit and adopt a resolution declaring terms of <br />the same. <br /> <br />Further Discussion: Commissioner Thorud asked how the next request for off-site advertising will <br />be handled. Corrm~saioner Holland stated the Planning Commission will have to review each case. <br />Commissioner Deemer explained th.at Ramsey businesses Mil probably be allowed, Chairperson <br />Bawden stated that the problems stems from afl-site advertising of national products.
