Ms. Frolik suggested a designated place on I-Iighway #10 for Ramsey area advertisements. Chairperson Bawrlen stated that good signs are 100 percent better than the billboard style. Commis~qioner Holland asked for clarification of eonclition//4. Ms. Frolik explained thai condition ~ was for verification purposes. Commissioner Holland stated that he would not like less than wha~t was shown in the draw/ng .at this meeting. Ms. ~Frolik added that this still requires City Council approval. Motion carried. Case//g: Request for a Conditional Use Permit for a Personal Communication Service Tower; Case of American Portable Telecom Zoning Administr~.tor Sylvia Frolik exphined that th[q was a request for a conditional use permit to consmact a 165 foot l~t;ce tower. She added that the tower would be on a 50' x 50' section of the subject property.: Ms. Frolik stated that the site operations include a maximum of si× 5' x 3' x 3' equipment cabinets placed on a 10' x 20' cement pad.' She explained that the tower and cabinets will be encompassed with'an eight foot high chain link fence topped with three strands of barbed wire. Ms. frolik stated that the site and access to it will be prepared with a gravel surface and there w~l be no personnel stationed at the site. Commissioner Jensen asked if the tower would be freestanding with no cables. Mr. Dyer replied affirmatively. Chairperson Bawden asked if this tower was for cellular telephones. Mr. Dyer explained that this was a new technology that operated digitally rather than analog. Commissioner Thorud asked if this would create any interference to residents. Mr. Dyer explained that it would not. Ms. Frolik stated that she received information from the league of Minnesota c/ties confirming that this was low power wattage. Commissioner Jensen clarified that there would b'e concrete with a chain link fence around it. Mr. Dyer explained there would be a total of four equipment cabinets. Commissioner .lensen asked about maintenance regarding landscaping. Mr. Dyer explaineA that the outsides of the cement will be rocked, so there will probably not be a problem with weeds. Commissioner LaDue asked where American Portable Telecorr~ was based. Mr. Dyer explained that they have an office in Bloomingto~ and a headquarters in Clqcago, l]linois. Commissioner LaDue asked Lf there will be more towers in the area. Mr. Dyer explained th~ there will be more towers, as this is a network, system_ He added that they wy to use ex/sting structures when possible, such as the build/rigs in downtown Minneapolis.
