Case ~4: Request for Site Plan Review; Case of Shorewood

Zonkng Administrator SyMa Frolik explained that Yon Menke of Shorewood tLV. has applied for site
plan review to construct and operate a full-service recreational vehicle center on the south side at'
Highway 10 at its intersection with Llama Street. tt was noted the development includes a 27,115
square foot bugding for indoor display, sales office, and maintenance shop areas, served by an orr-site
septic and well, and proposes access from three locations on Riverdale Drive NW mad one egress
onto Llama Street. The proposed development is in compliance with City Code regarding lot
coverage, setbacks, architectural standards, landscaping, and waste storage. However, the furore
building expansion proposed on the south side of the structure will encroach by five feet into the 35
foot setbackfi'om the south property ~ne. Therefore, staff'recommends relocating the building five
feet north.

Ms. Frolik advised the site plan does not clearly reflect that all display and parking areas will be
surfaced w/th bituminous or that the entire perimeter will be fini.~hed with concrete curbing. She
reviewed the number of parking spaces required, number provided, and noted that the site plan does
not indicate the number of employees on the site so she is unsure tithe four parking spaces wi'Il be
sufficient.

Peter I4_.ilger, Portfolio Design Services representing Shorewood ILV., stated their agreement with
staff' suggestion to shift the building to the north to accommodate future building expansion. With
respect to areas to be surfaced in asphalt versus Class V, he pointed out the area they intend to
blacktop and stated their intention was that the bal~ee will be in Class V. Mr. Ir_alger referenced' City
Code indicating "or alternate materials if'approved by the City Engineer". He explained it is their
impression that the area to be blacktopped will be most used from the first day of business and they
will transition the other areas into blacktop as the size of the bu~ne~ demand~ it.

Mr. I-filger stated they believe they have more than adequate parking spaces; they have shown 250
display units on the property for where 25 spaces are required; they are provir~ing 45 spaces. Mr.
Hilger assured the Planning Commissiori there is adeca~ space on the site to accommodate required
parking and it is his intention to work with staff'to resolve their concern.

Chairperson Bawden pointed out there is not a big confli~ in parking space calculations between the
staff' and the developer.

Mr. Hilger stated he believes the parking space requirement for the service bays (8) seems to be high
and re. mtect his willingness to work with smffto address this concern and locate parking spaces, if
required to do so.

Commis.doner Holland encouraged staff'to remain flexible regarding the number of parking spaces.

With regard to location of curbing, Mr. I-Iilger stated their intent to install curbing where ever the Iot
is surfar~ in asphalt. Ms. Frolik recommended no business activity be allowed to encroach beyond
the pavement. She noted the efforts of the City to gain compliance with this requirement along

Planning Commission/October 1, 1996

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
