CITY OF RAMSEY DEVELOPMENT PERMIT PIN 25-32.25-24-0003/14501 NOWTHEN BLVD. N.W. On October 8, 1996, Site Plan approval was granted by the City of Ramsey ("City") to Lord of Life Church ("Permittee") to instal/certain requked site improvements ("Improvements") on the property which is generally known as 14501 Nowthen Blvd. N.W. (the "Site"). This approval is issued pursuant to Section 9.03.06 of the Ramsey City Code. The conditions of this approval are as follows: 4 SITE PLAN COMPLIANCE. The Improvements shall be sited and constructed on the Site as shown on the Parking Lot Improvement Plan Phase I prepared by Bolton & Men.k, Inc. dated September 26, 1996. REQUIRED IMPROVEMENTS. The Permittee shall construct and install the following Site improvements on the Site in accordance with the specifications and location as shown on the Site Plan. The Required Improvements are as follows: Grading and drainage improvements Bituminous driveway, traffic lanes and parking spaces B-612 continuous concrete curb Restoration and turf establishment to disturbed areas; The ("Required Improvements)". FIRE LANES. Fire lanes shall be maintained on the Site. The exact location of these items on the Site shall be as directed by the City's Fire Chief. IMPROVEMENT CONSTRUCTION SCHEDULE. The Required Improvements shall be constructed and installed on or before October 1, 1997. ESCROW. In order to ensure the installation of the Required Improvements in accordance with Cit3; specifications and in a timely manner, the Perm/me shall be required to deposit with the City a cash escrow or letter of credit approved by the City, in the amount of Sixty Eight Thousand Dollars and no cents ($68,000.00), which is 150% of the City's estimated cost of the Improvements. Upon completion of the construction of the Required Improvements, as certified by the City Engineer, the financial guarantee shall be returned to the Perm/tree. In the event the Permittee fails to construct and install the Required Improvements as required herein, the City may complete the Improvements with City day labor and/or by letting contracts for smd completion, and draw upon the escrow for payment. Permittee hereby grants permission and a license to the City and/or its contractors and assigns to enter upon the Site for the purpose of completing the construction and installation of the Required Improvements in the event of the Permittee's default. RECOGNITION OF LOCATION. The Permittee herein agrees to recognize Ramsey as the city of location on all forms of advertising and business correspondence. 2OZ. I I I I I I I I
