I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br />'1 <br /> I <br />:1 <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a regular meeting on Tuesday, August 13, 1996, at <br />the Ramsey Mufiicipal Center, 15 I53 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linda Waite Smith <br />City Engineer Steve Jankowski <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 6:12 p.m. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Schroeder stated that the City Attorney will be recommending to Council that <br />they recess their ~eeting as opposed to adjourning it so that the discussion of the case dealing with <br />a possible disciplinary action would be discussed at that time. <br /> <br />Consensus was to remove Case #6: Consider Possible Disciplinary Action from the Personnel <br />Committee Agenda. <br /> <br />Consensus was to approve the agenda as amended. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: 1996 Exempt Wages <br /> <br />City Administrator Schroeder stated that the case relating to the Exempt Wages was tabled at the <br />July 9, 1996 Per,qonnel Committee meeting because additional information was requested. That <br />information was on performance reviews, 1995 gross wages of all staff, and consideration of a <br /> · ~ ........ n <br />market analys~s o~ the Sergeant pos~non, ~ncluding Captmn and L~eutenant posmo s. In the <br />meantime, the ~996 Stanton wage study for all Metro Area cities was received. He stated he is <br />recommending tho same wages with the exception of the City Engineer's position· This position <br />fares less well with the market comparison than any other position. It is significantly lower and he <br />felt that additional compensation was warranted. <br /> <br />Mayor Hardin statext he does not like the idea that we are dealing with the Exempt as a group. He <br />felt their increases should be based on a performance evaluation - and dealt with individually. Not <br />all the employees have a current performance appraisal on file; none are current as of July or <br />August of this year. <br /> <br />Administrative Services Manager Waite Smith noted that the appraisal that is dated November of <br />last year is because Diana Lund had her six month review in November and the appraisals were <br />asked for as of January.
