The others were asked to do the appraisals in January and they <br />were done between then and July. <br /> <br />Mayor Hardin suggested the reviews should be done more often than annually. We have <br />discussed that off and on over the last six years. <br /> <br />Councilmember Beyer inquired if the Mayor would like to have each person acted on then, or <br />should they be left as a group. <br /> <br />Mayor Hardin stated he would like to see supervisors do reviews and sit with the City <br />Administrator to make recommendations based on the performance and where the person is on the <br />scale. <br /> <br />Councilmember Beyer stated she would tend to go along with what the Mayor is saying. She <br />expressed disagreement with some of the reviews. Some of them were bordering on superior and <br />she did not feel that was accurate because of the phone calls she is getting. She stated she favored <br />talking to each one individually and that she has a problem acting on this for the entire group. <br /> <br />Mayor Hardin stated that if the Exempt are not acted on as a group, we need to have the City <br />Administrator come back with a recommendation. <br /> <br />Councilmember Beahen agreed. We need more background if we are doing it that way. <br /> <br />Mr. Schroeder pointed out that with a performance evaluation, there will always be a level of <br />discomfort. With regard to coming back with more information, he questioned what the <br />Committee's expectations were as to what the increase should be based on. Mayor Hardin has said <br />the increases should be based on evaluation and market comparison. <br /> <br />Mayor Hardin concurred. The primary focus should be on performance and then if the market is <br />different, that could be figured in too. <br /> <br />Mr. Schroeder stated that he cannot imagine that any recommendations he will come back with will <br />be significantly different from what he is recommending right now. The performance evaluation <br />says everyone is basically doing their job. <br /> <br />Mayor Hardin stated there are certain aspects to each job. We can weigh certain aspects to the job - <br />how they interact with department members may weigh higher. We could look at that and base it <br />on what's most important to that position. <br /> <br />Discussion ensued pertaining to how these evaluations will be handled. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to table the exempt wages until <br />the September Personnel Committee meeting. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No: <br />None. <br /> <br />Case #2: Revised Draft Policy on Commission Appointments <br /> <br />Administrative Services Manager Waite Smith reminded the Personnel Committee that, in July, <br />they reviewed a draft policy for appointing members of the City's advisory boards and <br />commissions and directed some revisions. She clarified the definition of vacancy, eliminated the <br />section on term limits, and clarified the section on Charter Commission appointments.
