Case #3: Volunteer Fire Fighter Appointments Administrative Services Manager Waite Smith reported there are currently four vacancies in the Fire Department and sixteen people on the list of eligible candidates. Staff is recommending that positions be offered to the following four individuals, based on their ranking on the list, time spent on the list, and hours available to respond to calls: Chad Evans, Scott Ilstrup, Craig Lecy and Jim Tibbets. Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend Council authorize staff to hire Chad Evans, Scott Ilstrup, Craig Lecy and Jim Tibbets as Volunteer Fire Fighters, contingent on passing the required physical examination, driver's license check and background check. Voting Yes: MaYor Hardin, Councilmembers Beahen and Beyer. Voting No: None. Case #4: Discuss Performance Appraisal Process for City Administrator Administrative Se~ices Manager Waite Smith stated that it's time for the performance appraisal for the City AdminisWator and she questioned what process the Committee would prefer. Mayor Hardin remembered that in the past, we solicited Councilmember's ideas. Councilmember Beyer remembered that staff also filled out evaluations on the City Administrator. Mayor Hardin didn't feel that was necessary. Councilmember Beahen asked if it may be helpful to have department heads do an appraisal. Mayor Hardin feltit wasn't necessary but didn't have a problem with it. Ms. Wake Smith ,commented that she has seen that used as a personal growth tool but not necessarily to be part of the appraisal. Councilmember Beahen stated she would be interested in having department heads fill out evaluations. Consensus was that the appraisal process should be placed on the next Personnel Committee. Case #5: ReCommendation for Health Care Coverage Contract for 9/01/96 to 8/3:1/97 Administrative SerVices Manager Waite Smith explained that this case is an update of what is being recommended for i)eaith care coverage for September 1996 to August 1997.
