Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt Resolution ~96-011-207 authorizing participation in the Suburban Rate Authority and designating City Engineer Jankowski to represent the City as a member on the Board of the Suburban Rate Authority with Co/~ncilmember Zimmerman as an alternate. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer and Beahen. Voting No: None.: Absent: Councilmember Peterson. Case g9: Award Bids for the Construction of City Well No. 3 City Engineer Jankowski stated that Council authorized the solicitation of bids for the construction of Well No. 3. ~ preparing the specifications for this well, it was recognized that Well No. 3 alone would not liitely be adequate to provide the entire water supply necessary to meet the rapidly expanding demand for water. He presented a summary of the City's water utility supply. It would appear prudent to ~ticipate constructing Well No. 4. The engineer prepared specifications such that the City could !'lock-in" a price on this additional well if desired. Therefore, the bid includes the construction 0£ a second well, however, the specs allow the City to terminate after the construction of Well No. 3. He explained that this project represents only the construction of the well itself. We currently anticipate a second contract including the well house and connecting watermain plans to!be finished and bid in October. Better cost comparison against the total project budget of $400,000 can be made at that time. He summarized the bids received from five contractors. The lSroject Engineer Richard Foster is recommending award of the contract to the low bidder, Alberg Water Services, LLC., in the amount of $192,420. It is further staff's recommendation to~ issue notice to proceed with parts 1 through 3 of this work until further notice (excludes Well No, 4 construction). City Administrator ~-qchroeder stated that staff suggests a schedule of a well in 1996, another well in 1997, and a tower in 1998. Motion by Counciknember Beyer and seconded by Councilmember Zimmerrnan to award the Improvement ProjeCt #96-21 to Alberg Water Services, LLC in the amount of $192,420, and to direct staff to prepare a resolution to that effect for Council to adopt at it's next meeting. Case ~9A: 1997 Metropolitan Livable Communities Participation City Administmtorl Schroeder stated that Ramsey was asked by the Mea'opolitan Council to participate in the Metropolitan Livable Communities Program. Council did that in 1996, but with some reservations.; Council had asked if we could drop it at any time and the answer was yes. Now, we have bean asked to participate again in 1997. There is a minor change - they are tightening up the program. Now if you participate, you are available for a part of the $11 million for contamination clean-up, etc., but you have to dedicate some funding for housing assistance, development or rehabilitation. The ACCAP housing rehabilitation program would qualify toward this purpose. Our f~nding requirement would be in the amount of $9,732. This would only need to occur if funding iS sought and received from the funding pot. Motion by Councilmember Beahen and seconded by Mayor Hardin to adopt the resolution electing to continue participating in the Local Housing Incentives Account Program under the Metropolitan Livable Communitias Act.
