7) 1997 - 2002 Parks Capital Improvement Program Finance Officer Hart stated that the Finance Committee reviewed the 1997-2002 Parks CIP and recommended adoption of same. Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to adopt the 1997 - 2002 Parks Capital Improvements Program. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Zimmerman. Voting No: Councilmember Beyer. Absent: Councilmember Peterson. Ms. Hart reported that Steve Ostmm was present at the Finance Committee meeting to request a joint workshop with the City Council. It was decided that the City Council would tour, with the Park and Recreation Commission, the existing park projects and the projected ones. The tour would take place at 5:00 p.m., Thursday, September 12, 1996. 8) Authorize Purchase of Phone System for Police Department Facility and City Hall Finance Officer Hart explained that the City will have to purchase a new phone system for the new Police Department facility. Initially it was thought that a new phone system could be purchased and linked to the existing system at City Halt. Because of age of our current system, this is not possible. We received four quotes for the phone system and recommend purchasing the system from Central Tele-Systems. Motion by Councilmember Beyer and seconded by Councilmember Beahen to adopt Resolution g96-08-211 authorizing a budget amendment for the purchase of phone system from Central Tele- Systems. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen and Zimmerman. Voting No: None. Absent: CouncilmemberPeterson. 9) Review Proposed 1997 . 1998 General Fund Budgets and Tax Levy Impacts Finance pertains brought Officer Hart reported that the Finance Committee was presented with information as it to a balanced budget with 0% increase in taxes as it relates to operations only. This is before Council to find out what you are ~looking for. No action is necessary at this time. MAYOR/COUNCIL INPUT 1) City Administrator's Performance Ap[~raisal Administrative Services Manager Waite Sm/th reminded the Council that she needs the performance appraisals back soon for Mr. Schroeder's review. 2) Receptionist Position Administrative Services Manager Waite Smith reported that the City's receptionist is resigning and we will be advertising the position for two weeks.
