I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br />4) Northland Security Sign Proposal <br /> <br />City Administrator Schroeder stated that the City has been approached by Northland Security Bank <br />to determine interdst in participation in a scrolling message board at the bank's location of 142nd <br />and T.H. #47. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to ratify the Finance <br />Committee's recommendation which is as follows: Inquire what would be available to the City for <br />a cost of $3,000 to $6,000 and to also let the bank know that the City is not interested in <br />participation until the intersection of 142nd and T.H. #47 is improved. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer and Zimmermah. <br />Voting No: None.~ Absent: Councilmember Peterson. <br /> <br />5) Looping Watermain in Conjunction with T.H. #47/C.R. #116 Intersection <br /> Project <br /> <br />Finance Officer Hart stated that, at present, the City utilities have water lines on both sides of T.H. <br />#47, however, a watermain break south of 142nd Avenue would require interrupting service to all <br />utility customers on that side of the highway. The commercial community is rapidly expanding <br />and many of these' businesses are dependent on water service from the City to provide integral <br />services associated with their businesses. The T.H. g47/C.R, gl 16 intersection project provides a <br />unique opportunity~ to loop the watermain at C.R. gl 16 and thereby allow for the ability to back <br />feed these areas. L~ping the watermain in conjunction with the project would realize a substantial <br />savings. <br /> <br />Motion by Counqilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g96-08-~210 authorizing the installation of watermain along C.R. gl 16. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer and Beahen. <br />Voting No: None. Absent: CouncilmemberPeterson. <br /> <br />6) Consider Settlement with Anoka Ramsey Sport Center <br /> <br />Finance Officer Hart explained that Mr. John Noard of Anoka Ramsey Sport Center has contended <br />for the last several years that his property is being improperly charged for water and sewer mink <br />related charges in relation to City Project #87-19. He feels that these charges should have been <br />covered under site improvements in the tax increment Project #88-15 that assisted him during the <br />first expansion of .his facilities. Staff reviewed our files and the plans at Hakanson Anderson <br />Associates, Inc., an'd we are satisfied that the City contribution toward site improvements covered <br />only the cost of insialling the storm sewer from catch basin to street. There was no indication in <br />our corr.espondencO~ files, contract documents and technical specifications, or plans that there was <br />ever an mtent that ,the tax increment district would pay for the installation (i.e.: trunk and lateral <br />charges) for water and sanitary sewer. Mr. Noard's attorney has stated that Mr. Noard would <br />settle for $15,000 cash, This offer represents approximately a 24% discount from the original <br />$19,574.83. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to counter the offer. <br />Given the uncertainty of excess increments or property taxes ever being available, a 50% discount <br />it more appropriate.i Further, any settlement should not be in cash but instead be noted as a credit <br />against future City Services. A letter of apology should also be written to Mr. Noard. <br /> <br />Motion carded.
