7r_/ <br /> <br />Review Letter: Harmony Farm <br />October 17, 1996 <br />Page 2 of 3 <br /> <br />o <br /> <br />10. <br /> <br />Streets and Access: Ouflot A will be dedicated to the City for possible <br />use as a City street to provide a second public access to the plat from 167th <br />in addition to an assumed access off of County Road #5 at the time <br />resubdivision occurs. As noted above, Outlot A has been aligned with <br />Coquina Street on the south side of 167th. <br /> <br />Lot 1, Block 1 and Lot I, Block 2 will derive access from 167th Avenue at <br />the same location across Outlot A. The development agreement will require <br />the developers of Lot I, Block 1 and Lot 1, Block 2 to orientate the homes <br />towards Outlot A as if it were a public street. Lot 2, Block 2 will have a <br />driveway onto 167th that will align with Dolomite Street on the south side <br />of 167th. Lot 3, Block 2 will retain its existing access onto County Road <br />No. 5. <br /> <br />Soils: All of the lots must contain a minimum of 27,225 square feet of <br />Class I soils to be deemed suitable for on-site septic systems. Zimmerman <br />soils predominate the three (3) lots created. Zimmerman soils are Class I <br />soils. <br /> <br />Wetlands: The pond identified in the northeast comer of Lot 3, Block 2 <br />will have to be delineated as a drainage and utility easement. <br /> <br />Drainage and Utility Easements: The standard 10 foot wide drainage <br />and utility easements (5 feet on common property lines) still needs to be <br />provided around the perimeter of all the platted lots. <br /> <br />Grading and Drainage: The topographic information and house pad <br />locations requested at the time of sketch plan review has not been provided. <br /> <br />Park Dedication: The plat was reviewed by the Park Commission at <br />their regular meeting on October 10, 1996. The recommendation was that <br />park dedication be satisfied with a cash payment for the 3 new lots created. <br /> <br />Transportation Impact Fee: Effective April 15, I996, the City of <br />Ramsey implemented a Transportation Impact Fee. The current rate is <br />$500.00 per new lot created, or $1,500 in this case. Transporation impact <br />fees in this case would be set aside for future improvements for the <br />signalization of the intersection of 167th Avenue and T.H. #47.
