I took the liberty of touring and o r <br />inquiring with other local agencies as far as the set up of their evidence rooms and procedures for handling <br />the property. <br /> <br />· I found that all departments have res~cted access to their secure evidence rooms. Officers complete an <br /> evidence log and put it and the evidence ha a locker outside the main evidence door. Each department has <br /> persons responsible for the placing this evidence in the secure/restricted access evidence room. Elk River <br /> PD has a rotating Investigtor schedule, where that Inve.stigator is in charge of placing and removing <br /> property from/to the room. Anoka PD puts their CSOs~'charge of the evidence room; no one including <br /> supervisors, has access to the room. I would suggest we find an in-between here. We need to have at-least <br /> (3) if not (4) people, who would have access to the room. Most of the time, an officer knows in advance <br /> and should make pr/or arrangements, for the reh-ieval of evidence needed for court. I would suggest that <br /> the Investigator, at-least one supervisor, and Arlene, have access to our evidence room for the retrieval of <br /> property as needed by patrol staff. In either event, this can be determined by PD adminisn'ators later. <br /> <br />You will see that this plan allows for a 22'7 X 19'8 Secure, Limited Access Evidence Room. (4) lockers <br />from our existing squad room could be placed outside the main door for Officers to place evidence in. This <br />evidence would later be placed in designated areas by the person or persons in charge of the evidence <br />room. <br /> <br />The plan also allows for a 11 '8 X 27'0 Secure Property Room for general found property or property not <br />of evidentiary value. All PD staffwould have access to this room. This would also serve as orderly <br />storage area for our DARE and Bike Rodeo supplies. I designated an area for the storage of bicycles. <br />Currently our PD stores found or recovered bicycles outside in an unsecure area, this due to limited space. <br />Most of the bicycles placed there are of little value, but occasionally we pick up nicer, more 9aluabte <br />bikes, which are very appealing to the groups of younger people who hang around or pass by City Hall. <br />Someone might pick up a real nice bike, courtesy of the PD. All departments that I spoke with have a dry, <br />secure storage area for bicycles. Most are part of their garages. In an effort not to clutter the garage space <br />and risk damaging squads, I set aside this area for bicycle storage. The dimensions of this room will still <br />allow for a future 14 X 11'8 room North of this newly installed wall. Plenty of room for offices/training <br />room etc. <br /> <br />This plan would require the b:uilding of(2) studded, sheet rocked walls, (1) steel door, and a i I'8 X 9'5 <br />high section of chain link fence W/a gate (to be paddle locked). The proposal request would be to have <br />Sharp and his crew build the above and have a sub-contractor do the fencing. A second option, would be <br />to build ~i studded wail instead of the chain-link.
