"Operable Motor Vehicle" - A vehicle that can be presented in a self-propelled condition within seven (7) days of the City's request for such action. "Parking Surface, Residential" - The entire area under a vehicle or piece of equipment plus a one-foot extended perimeter. SECTION 2. REPEAL The following language in Section 9.11.10 (Off Street Parking) is hereby repealed: No more than one (1) one-ton motor vehicle bearing a commercial license and no commercially licensed trailer shall be parked or stored in a residential district except when loading, unloading or rendering a service. No commercial vehicle shall be parked or stored in a residential district except for short-term (two (2) hours or less) when unloading, loading or rendering a service. SECTION 3. The following official summary of Ordinance g96- has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance g'96-__ to amend Ramsey City Code Chapter 9 (Zoning and Subdivision of Land), Section 9.02 (Definitions) to amend or include "Coverage", "Driveway"; "Motor Vehicle, Commercial Use"; "Impervious Surface", "Motor Vehicle, Private Use"; "Equipment, Commercial Use"; "Equipment, Private Use"; "Residential Parking Surface"; "Operable Motor Vehicle"; and Section 9.1 t. 10 (Off Street Parking) to amend the regulations for parking private and commercial vehicles and equipment in the residential districts. SECTION 4. EFFECTIVE DATE The effective date of this Ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
