iMPLEMENTATION OF CHAPTER 8 OF THE CHARTER <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />Background~ <br /> <br />CASE <br /> <br />At the October 22, 1996 meeting, Council discussed passage of an ordinance implementing the <br />amendments to. Chapter 8 of the City's Charter. Council directed that a public hearing be held on <br />December 8, 1996, regarding the issue. There was further discussion, however, regarding <br />expected changes to the ordinance draft precedent to the public hearing. Attorney Goodrich has <br />amended the f'fi:st draft as enclosed, addressing the comments made by Council to date. On a <br />second issue, Ne have proposed a policy wherein access charges are recovered from properties not <br />connecting to tile utility system as a result of implementation of Chapter 8. This is also enclosed <br />for your reviev/_. <br /> <br />Council Action: <br /> <br />None.
