Councilmember <br />moved for its adoption: <br /> <br />introduced the following resolution and <br /> <br />I~SOLUTION #96-11- <br /> <br /> ~8OLUTION ESTABLISHIN~ANAVAZLABILXTY CHARGE FORR]~SXDENTIAL <br />PE~/~IS~SWH~CHHAVE CITY SE~~D/OR WATER UTILITIE~ A~~ TO <br /> NOT C0~CTED TO SAID UTILITIES, <br /> <br /> WH~RF~%~, pursuant to the City Charter certain qualified <br />residential premises have the right to remain on their private <br />sewer and/or water systems without connecting to City utilities <br />even though the City utilities may be available to said premises; <br />and <br /> <br /> ~R~AS, upon the installation of City utilities the City <br />anticipates the sale of water and sewer services in order to <br />finance the operation and maintenance of such utilities; and <br /> <br /> ~HEREAS, additional connections improve the <br />efficiency of the City's entire utility system; and <br /> <br />financial <br /> <br /> W~R~A~, M.S. §444.075, Subd. 3 provides that the City may <br />impose minimum charges for the availability of water and sewer <br />service on all premises abutting on streets or other places where <br />municipal watermains or sewers are located whether or not connected <br />to them. <br /> <br /> WH~, in determining the reasonableness of the minimum <br />Availability Charge the City has given consideration to all costs <br />of the establishment, operation, maintenance, depreciation and <br />extensions of sewer and water utilities necessary to serve the <br />City's urban areas. <br /> <br /> NOW, TH~R~POR~, be it resolved by the City Council of the City <br />of Ramsey, Anoka County, State of Minnesota, as follows: <br /> <br /> 1. That a Sewer and Water Availability Charge of $64.00 per <br />quarter shall be imposed on all residential premises which have <br />sewer and water available to them on abutting streets or other <br />places where City watermains or sewers are located and which <br />premises have not connected to said services. <br /> <br /> 2. That the Availability Charge will not be charged to the <br />premises until three (3) years have elapsed from the date on which <br />the City utility first became available to the premises. <br /> <br /> The motion for the adoption of the foregoing resolution was <br />duly seconded by Councilmember and upon vote being <br />taken thereon, the following voted in favor thereof: <br /> <br /> <br />
