Upon receipt by the property <br />owner of mailed notice advising that a public <br />hearing is to be held relating to the assessment of <br />costs of Public Improvement Project which project <br />includes extending Urban Services (sewer and/or <br />water) to a home owned by the property owner, the <br />property owner who elects to remain on a functional <br />private sewer and/or water system shall: <br /> <br />Certify to the City, on a recordable form <br />provided by the city that the property owner's <br />existing home is serviced by a functional <br />private sewer and/or water system. <br /> <br />The above referenced written certification <br />shall be filed with the City Clerk prior to <br />the assessment hearing or presented to the <br />presiding officer at the hearing. <br /> <br />SECTION 8.
