~CASE #: I
REPORT ON TEMPORARY CORPORAL POSITIONS
IN POLICE DEPARTMENT
By: Linda Waite Smith, Administrative Services Manager

Background:

Police Chief Mike Auspos will be on medical leave for six to eight weeks beginning November
8, 1996. Sergemat Dave Gustafson will be the sole supervisor in the department during this
period. In ord0r to make Sgt. Gustafson's job more manageable during this period, it was
decided do delegate some functions via temporary assignment of two Patrol Officers to
"Corporal" positions.

The responsibilities of the temporary positions were developed into an internal job posting and
any Patrol Officer with at least five years of experience on the force was eligible to apply. Five
people did so b~ the November 1, 1996 deadline: Jeff Ameson, James Balabon, Tim Dwyer,
Bob Kuhn, and Jim Way. ( A copy of the job posting is attached.)

All five applicants were interviewed on November 4, 1996 by a panel consisting of Police Chief
Auspos, Sgt. Gu~tafson, and Administrative Services Manager Waite Smith. All applicants were
asked the same ~C[Uestions and each interviewer ranked the candidates' responses at the end of the
process. The ritual result of the process was a recommendation that the temporary Corporal
duties be assigneel to Officers Kuhn and Way until the Police Chief returns from medical leave.

The City Administrator, Police Chief, Police Sergeant and Administrative Services Manager
agreed during in[iial discussions that for the duration of the assignment, it would be appropriate
to provide additipnal compensation for this work assignment in the same amount as the other
existing department work assignment (Investigator), which currently receives $110 per month in
additional salary.

Committee ActiOn:

No action neededi

Reviewed By:

City AdministratOr
Administrative S ~orvices Manager

PC 11/12/96
