Lakeview Development <br /> <br />Inc, of MN <br /> <br />I <br />I <br /> <br />July 26, 1996 <br /> <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Kamsey, MN 55303 <br /> <br />Attention: Ramsey Planning and Zoning Board and Members of the City Council <br /> <br />Via: Sylvia Frolik <br /> <br />Subject: Real Estate Zoned B-3, .Highway Business District Located at 6740 NW Highway 10: <br />Request for an Extension to the Requirements of 9.20.23 Subd. 4, Retrofit of Concrete Curbing <br />around existing Bituminous Paving. <br /> <br />Reference: <br />(A) City of Rarnsey Letter to "Property Owner" dated July 5, 1996, B-I, B-2 and B-3 Business <br />Districts <br /> <br />The purpose of this letter is to request an extension to the apparent requirements of 9.20.23 Subd. <br />4, which seems to require that owners of B-3 zoned property make concrete curb improvements <br />to parking and driving areas which are already paved and landscaped. Reference (a). delineates <br />the applicable sections of the City code. This request applies to the property located at 6740 NW <br />Highway 10, Lot 3 Block 1 Riverside West (PIN R34 32 25 13 0004). Specifically, We request <br />an extension for a period of 12 years or until the end of the useful life of the existing pavement, <br />whichever comes first. <br /> <br />The justification for this request is based on three considerations: (a) function, (b) technical <br />considerations and (c) cost/economic hardship. <br /> <br />(a) Function. We are aware of no evidence that the addition of curbing will provide any <br />substantive functional improvement to subject property. While City staffhas advanced certain <br />arguments that pavement edges need to be "protected", each of you are invited to personally <br />inspect the subje.ct property. (Yes, remodeling/redecorating of one building is still in process). <br />Please note that the existing paving has stood the test of time in its present configuration. There <br />is little to be gained by doing an expensive retrofit at this time. <br /> <br />Co) Technical. The installation of B 6--12 curbing would require that, either the driveway level <br />be lowered approximately six inches, or that the lawn level be raised six inches. This raised curb <br />would interfere with snow removal operations, and increase water runoffinto the Ebony St. <br />storm sewer. This 21 inch pipe outlet is already heavily taxed by its load. Increasing the storm <br />load fi-om subject lot would exacerbate an already marginal situation.
