Absent: Councilmember Beyer. <br /> <br />Case #11: Report from Road and Bridge Committee <br /> <br />1) Report On Trunk Highway #47 Local Initiative Project Application <br /> <br />City Engineer Ja~kowski stated that back in July, the City authorized SRF to perform necessary <br />traffic studies and prepare the materials necessary to make application to MnDOT for a project <br />which would im~ove the section of T.H. #47 from 142nd Avenue to C.S.A.H. #5 to a four-lane <br />section. The project would also involve the signalization of both 142nd Avenue and the relocated <br />C.S.A.H. #5/Xk[mo Street intersections. He explained that, at this time, signal justification <br />repons have been completed which show warrants met for the signalization of both those <br />intersections. The City will propose constructing a west frontage road from 142nd Avenue to <br />C.S.A.H. #116 as an additional incentive for MnDOT to consider this project which will be <br />competing against other projects requested by municipal governments. The access with Amoco <br />Station will be eiliminated and no additional access points will be allowed form 142nd and <br />C.S.A.H. #5. ~{re do plan to hold an informational meeting with the affected property owners. <br />He stated there is go action required and that a meeting will be scheduled. <br /> <br />2) Continuad Discussion of Policy for Processing Traffic Calming Requests <br /> <br />City Engineer Jan~owski explained that this case is a continuation of the discussion initiated at the <br />July Road and Bridge Committee meeting on policies and procedures for handling traffic calming <br />requests. At the August meeting, the consensus was that the following process would be followed <br />in handling such ~equests: 1) Requests for various traffic calming measures shall be considered <br />only if made in w~i.'ting; 2) Each request shall be reviewed by a staff committee comprised of the <br />City Engineer, ~e Public Works Supervisor, and the Chief of Police, or their designated <br />representatives; 3) A written summary of the staff committee's findings shall be transmitted to the <br />Road and Bridge ~ommittee; and 4) Following review by the Road and Bridge Committee, the <br />person making th~ request shall be advised in writing of the determination. He stated that the <br />second part of thei. process would be to develop policies on the list of eight commonly requested <br />traffic calming mdasures. Specific policies should be developed to guide staff on these requests. <br />The Road and Bridge Committee identified three such requests - stop sign, yield sign, and a four- <br />way stop sign. We would use the policy identified by State Statutes. The other issues we will be <br />talking about at ~e next Road and Bridge Committee meeting and we are hoping to have a draft <br />policy at the October meeting. <br /> <br />Case #12: Report from Personnel Committee <br /> <br />1) Exempt Wages <br /> <br />Motion by Coundilmember Peterson and seconded by Councilmember Beahen to adopt the. <br />Employer benefit ~ontribution to Exempt personnel for 1996 and 1997. <br /> <br />Motion carried. VOting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Zimmerman. <br />Voting No: None.' Absent: CouncilmemberBeyer. <br /> <br />Motion by Couneilmember Peterson and seconded by Councilmember Beahen to adopt the <br />recommended wage levels for 1996 and 1997. <br /> <br />Further discussion~ Councilmember Peterson announced that the wages are public information and <br />anyone wishing to ~rsee them, the list is available at City Hall. <br /> <br /> City Council/September 9, 1996 <br /> Page 11 of 14 <br /> <br /> <br />
