I I :1 I I I I I I I I I PERSONNEL COMMITTEE CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey Personnel Committee conducted a special meeting on Tuesday, November 26, 1996, at the Ramsey !Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Glen Hardin Councilmember Carolyn Beahen Councilmember Sheila Beyer Also Present: Councilmember Kenneth Peterson Councilmember Gerald Zimmerman City Administrator Ryan Schroeder Administrative Services Manager Linch Waite Smith City Engineer Steve Jankowski CALL TO ORDER Councilmember Beyer called the special meeting of the Personnel Committee to order at 5:48 p.m. APPROVE A:GENDA Consensus was ~to approve the agenda as presented. COMMITTEE BUSINESS Case #I: Consider Reappointments to City Commissions Administrative Services Manager Waite Smith reminded the Committee that at their last meeting, they reappointe4 Commissioners who had submitted their reappointment requests. Charles LaDue's request' to be reappointed to the Planning Commission was received after that meeting. Motion by MayOr Hardin and seconded by Councilmember Beahen to approve Mr. LaDue's reappointment t° the Planning Commission. Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No: None. Absent: None. Case #2: Update on Random Drug Testing Case Administrative Services Manager Wa.ite Smith reported this case is a follow-up of action to terminate Gregg~ Belsaas for failure to submit to a random drug test. She disseminated a memorandum d~ailing what has happened since that time. She acknowledged that AFSCME Business Agent l~uanne Koskinen, who represented Mr. Belsaas at his termination hearing, is in the audience. They (Belsaas and Koskinen) indicated at the close of the hearing that they would be filing for arbitzatibn; however, that action was delayed because Ms Koskinen was running for the State Legislature.i Ms. Waite Smith continued that she has now been contacted by Ms. Koskinen with an offer to seattle this matter without going to arbitration. The offer is, that if Mr. Belsaas is reinstated, he wrjuld forego any back pay, go for a drug/alcohol evaluation, and comply with whatever follow;up was recommended by the evaluator. Ms. Waite Smith informed the Committee what happened at the unemployment heating where the judge appeared to be very sympathetic to Mr. Belsaas' situation and ruled in his favor.
