I <br /> I <br />:1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a special meeting on Tuesday, November 26, 1996, <br />at the Ramsey !Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br />City Administrator Ryan Schroeder <br />Administrative Services Manager Linch Waite Smith <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the special meeting of the Personnel Committee to order at 5:48 p.m. <br /> <br />APPROVE A:GENDA <br /> <br />Consensus was ~to approve the agenda as presented. <br />COMMITTEE BUSINESS <br /> <br />Case #I: Consider Reappointments to City Commissions <br /> <br />Administrative Services Manager Waite Smith reminded the Committee that at their last meeting, <br />they reappointe4 Commissioners who had submitted their reappointment requests. Charles <br />LaDue's request' to be reappointed to the Planning Commission was received after that meeting. <br /> <br />Motion by MayOr Hardin and seconded by Councilmember Beahen to approve Mr. LaDue's <br />reappointment t° the Planning Commission. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No: <br />None. Absent: None. <br />Case #2: Update on Random Drug Testing Case <br /> <br />Administrative Services Manager Wa.ite Smith reported this case is a follow-up of action to <br />terminate Gregg~ Belsaas for failure to submit to a random drug test. She disseminated a <br />memorandum d~ailing what has happened since that time. She acknowledged that AFSCME <br />Business Agent l~uanne Koskinen, who represented Mr. Belsaas at his termination hearing, is in <br />the audience. They (Belsaas and Koskinen) indicated at the close of the hearing that they would be <br />filing for arbitzatibn; however, that action was delayed because Ms Koskinen was running for the <br />State Legislature.i Ms. Waite Smith continued that she has now been contacted by Ms. Koskinen <br />with an offer to seattle this matter without going to arbitration. The offer is, that if Mr. Belsaas is <br />reinstated, he wrjuld forego any back pay, go for a drug/alcohol evaluation, and comply with <br />whatever follow;up was recommended by the evaluator. Ms. Waite Smith informed the <br />Committee what happened at the unemployment heating where the judge appeared to be very <br />sympathetic to Mr. Belsaas' situation and ruled in his favor.
