position to a minority, etc.) would meet with the judge's orders. The court order says we cannot
be held responsible if they do not take the job.

City Administrator Schroeder pointed out that the cities will be monitored until the year 2012. If
one city has not complied, the judge has the right to levy $300,000 on some or all of the defendant
cities. One option is for the defendant cities to simply pay that $300,000 now - Ramsey's share
would be $8,300. Or we could offer a position to a minority or create an unpaid position. We
need to propose something to the judge by December 7, and have him sign off on it.

Councilmember Peterson mentioned that the Anoka Police Department has an Explorer Post and
we might be able to piggyback on that.

Ms. Waite Smith stated that some college students need internships. We have to respond to the
judge. What we say we will do we have to be able to document that we have done it.

Mayor Hardin commented that all we can do is do our best.

Mr. Schroeder suggested that unless the Committee has specific direction, we will address our
affirmative action plan in accordance with how the judge wants it addressed.

Motion by Mayor Hardin and seconded by Councilmember Beahen to authorize the City
Administrator and the Administrative Services Manager to modify the City's affirmative Action
Plan to comply with the November 7, 1996, Court order resulting from the MPRS lawsuit and
submit the modified plan to the Court by December 7, 1996.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting No:
None.

COMMITTEE INPUT

1) Council Orientation

Ms. Waite Smith suggested helping the new people coming on to the Council - and the existing
members if they choose - by scheduling an orientation. She inquired if Tuesday, December 17,
from 5:30 to 8:30 would work.

Councilmember Zimmerman felt that the orientation is a good idea but the 17th is getting too close
to Christmas.

Councilmembers Beahen and Beyer stated they will try to attend that meeting.

2) Holiday Open House for Employees

Ms. Waite Smith stated that the Labor Management Committee has been discussing some type of
holiday event for City employees. In the past, there has been a dinner and employees have paid for
their own meals. Participation has not been real good, partly because some employees resent
having to pay for their own holiday event and partly because of all the other commitments during
the holiday. What the Committee is Iooldng at is an open house held in the Senior Citizens area of
City Hall, piggybacking on the Police building open house. The date would be December 14 and
the time would be from 4:00 p.m. to 5:00 p.m. (Sergeant Gustafson agreed to have the Police
open house from 10:00 a.m. to 4:00 p.m.) There would be a token gift for each employee, treats
for children, food and beverages. Employees would be encouraged to bring their families to tour
City Hall and the Police building. Ms. Walte Smith stated that the Department Heads have
volunteered to contribute $20 each to assist with funding and she hoped the elected officials will

Personnel Committee/Novemberpage 4 of 5 26, 1996

I
I
I

I
I
I
I
I
I
I
I
I

I

I
I
I
