Memo re Land Development
November 27, 1996

The City anticipates receiving purchase agreements relating to each development concept prepared
by staff or the developer. In addition to the purchase agreement (offer) the following must be
addressed:

1. tree preservation/planting plan
2. expected stratum: values within the development
3. development schedule
4. any contingencies or expectations of the City by the developer

There has been some interest within the surrounding neighborhoods for a review of development
concepts that include cottage or townhome construction on the south side of the plat.. The intent
would be to provide improved housing choices within the community and to lessen density within
forested areas of this property in exchange for increased density in others. It is expected,
therefore, that proposals that include areas of density greater than provided by City staff will have
corresponding measures taken to preserve and replace forested areas within the plat.

It should also be noted within the staff concepts that it is expected that portions of the City property
(on the east and on the west) are expected to be retained by the City as permanent open space.

In order to proceed further, we ask that we receive proposals by Friday, December 6, 1996.
Proposals must be submitted to the City Administrator at the City of Ramsey, 15153 Nowthen
Boulevard NW, Ramsey, Minnesota, 55303, by 5:00 PM on that date. Proposals may be faxed to
427-5543.
