O'Connell also informed the Board the difference between <br />"government access" and "community access". Public access is "first <br />come first serve for producers. Government access is control by the <br />cities. However, as a QCTV policy, if a candidate cablecast's a program <br />that person's opponent would be contacted and informed that the <br />opponent is programming as "Access User". <br /> <br />Gerald Cotten voiced his opinion that he believes that the programs <br />should start a little earlier in the day and he would also like to see <br />other cities' council meetings. <br /> <br />O'Connell stated that he has spoken to Kevin about channel 16 <br />playback schedules and are currently working on a new plan. <br /> <br />SPORTS PROGRAMMING <br /> <br />This year Bruce Chaffee has added a good mix of sports to the <br />programming. Games include soccer, volleyball and football. <br />Volleyball is new this year to the telecast. Chaffee is hoping that the <br />exposure will persuade some of the coaches to show up to the <br />"Breakfast with the Coaches" program. <br /> <br />Jessica Kruger is an Anoka High School student who started working as <br />a QCTV intern recently. Jessica's duties are centered around the <br />playback and program scheduling area. She will be involved in <br />scheduling, organizing of playback tapes, and dubs. <br /> <br />GOVERNMENT PROGRAMMING <br /> <br />Kevin Scattum's report touch on several topics.
