PROCEEDINGS OF CI~f ODUNCIL <br /> I~3BLIC HEARING <br /> CITY OF RAJ~SEY <br /> ANOKA GOUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey '~City Council conducted a public hearing on Tuesday, June 25, 1985 at <br />the Ramsey iMunicipal Center, 15153 Nc~then Blvd. N.W., Ramsey, Minnesota <br />regarding ~i~'ty Charter amendment. <br /> <br />M~nber s Present: <br /> <br />Mayor Gary Heitman <br />Councilmember A1 Sorteberg <br />Councilm~mber Gary_' Reimann <br />Councilmember Arnie Cox <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Director Of Technical Services Clayton Berg <br />Chief Accountant Jeanne Haapala <br />City Planner Anne Norris <br />Reporter Angela Flint <br /> <br />CALL TO ORDER <br /> <br />Mayor Heitman called the t~3bJ ic hearing to order at 9~15 p.m. <br /> <br />.CITIZEN INPUT <br /> <br />City Attorney Goodrich stated that pursuant to State law, the proposed <br />ordinance to. amend the City Charter was published in the Anoka Union on June 14 <br />and June 21 ~nd this pub_]ic hearing is being conducted~ City Attorney Goodrich <br />stated that if the City Council adopts the ordinance, it will be published <br />again and do~s not beoome effective for 90 days. The amen~ent will remove the <br />Charter requ~r~ent that resolutions and ordinances be read prior to adoption <br />unless there ~is a unanimous consent of Council not to do so; ordinances and <br />resolutions Will still have to be presented in writing prior to adoption. <br /> <br />Mayor Hei~na~ explained that during charter formation, Council adopted an <br />ordinance thalt was presented at the last minute; as a result~ the Charter <br />Commission ha~ written the reading requirement into the Charter to prevent a <br />similar situation from happening again. ~he requirement has proved to he <br />an unworkablei situation as one councilmember oontends that requiring a reading, <br />unless Council goes through the motions of dispensing with each reading, is a <br />reverse procedure. Mayor Heitman s~ated that the change to the Charter is very <br />minor; if thercouncil majority wants a resolution or ordinance read, it will be <br />read. ~ <br /> <br />Councilm~nber 'Schlueter noted that ordinances still cannot be adopted the same <br /> June 25~ 1985 <br /> <br />Page 1 of 2 <br /> <br /> <br />
